  1. How the TMZ reflects an ecosystem-led shift
  2. Why the shift is incomplete

Incentive-led policy, such as the Production Linked Incentive (PLI) scheme, pays firms after they produce. Ecosystem-led policy builds the shared land, infrastructure, testing facilities and supplier links that make production possible in the first place. The Gwalior Telecom Manufacturing Zone (TMZ) is a 350-acre plug-and-play cluster developed by DoT and Madhya Pradesh [1]. It signals this shift, but only partly.

How the TMZ reflects an ecosystem-led shift

  • Plug-and-play infrastructure: the Centre funds 100% of Phase-I (₹493 crore), and MP gives about 170 acres free of cost [1]. Firms can start production sooner.
  • R&D and testing next to factories: design, R&D and innovation facilities sit beside manufacturing [1]. General industrial parks often lack this telecom-specific capacity.
  • Anchor firms: Dixon, HFCL, Tejas Networks, VVDN and Syrma SGS are named as anchors [1]. This gives the zone buyer–supplier links from day one.
  • Cooperative federalism: the zone is built by a joint SPV, with 51% held by the State and 49% by DoT [2].
  • Fixing a PLI gap: telecom PLI beneficiaries invested only ₹4,081 crore against ₹78,672 crore in sales [3]. This suggests mostly assembly; an ecosystem aims for deeper manufacturing.

Why the shift is incomplete

  • It adds to incentives rather than replacing them: the TMZ is meant to serve PLI firms. The extra 1% incentive for products designed in India [3] shows that policy still pays per sale.
  • Imports remain high: the telecom trade deficit fell from ₹68,000 crore to ₹4,000 crore [4]. However, that figure includes mobile phones, and components are still largely imported.
  • Promises often do not become investment: units in MeitY's EMC 2.0 clusters have grounded only ₹12,569.69 crore. They have created 13,680 jobs against about 1.80 lakh projected [5].
  • The SEZ warning: the CAG found only 152 of 392 notified SEZs operational [6]. Free land invites firms to hold it without building.
  • Overlapping schemes: DoT's TMZ runs alongside MeitY's EMC 2.0 [5], so investors must deal with two ministries.

The TMZ shows India adding ecosystem-building on top of incentive-led policy, not replacing it. Its success depends on four steps:

  • quarterly reporting of investment actually grounded;
  • build-or-return clauses in land leases;
  • ready-built factory sheds for small component makers;
  • a single window across DoT and MeitY.

With these, the zone could realise the Baba Kalyani Committee's idea of integrated "Employment and Economic Enclaves" [7] and advance SDG 9 on resilient industrialisation.
