  1. Anticipatory demand shift: evidence and causes
  2. Implications for the domestic automobile industry

When a tariff-cut schedule is announced before it applies, buyers time their purchases to fall after the cut. This is called anticipatory demand. India and the EU concluded their FTA on 27 January 2026 [2]. It is expected to come into force in early 2027 [1], and the luxury-car market already shows this effect.

Anticipatory demand shift: evidence and causes

  • Pre-ordering: Ferrari's Indian orders have "more than doubled." Its ~18-month order-to-delivery gap means a car ordered today arrives after the FTA applies [1].
  • Size of the cut: car duties fall from 110% to 10% within a 250,000-vehicle quota [3]. The cut is phased in gradually [4], so waiting for delivery under the new duty pays off.
  • Corporate repositioning: Ferrari has restructured to put India at the forefront of its plans. Dealers report customers configuring cars and asking about post-FTA prices [1].
  • Caveat: much of this is demand pulled forward, not new demand. Imports at today's duty dip, which distorts short-term sales and customs-revenue data.

Implications for the domestic automobile industry

Safeguards and opportunities

  • Protected mass market: "calibrated, quota-based" liberalisation lets EU makers in only at higher price bands. This shields the volume segments where Maruti, Tata and Mahindra sell most cars [2].
  • Export access: the EU's reciprocal concessions open its market to India-made vehicles, supporting Make in India [2].
  • Competition: the premium segment comes under pressure to improve technology and localise production.

Concerns

  • Locally assembled premium models may lose out to fully imported cars as in-quota duty falls towards 10% [3].
  • EV transition: cheaper imported petrol/diesel luxury cars could work against the goals of PLI-Auto and SPMEPCI.
  • Equity: the first visible gains go to ultra-rich buyers, while customs revenue is given up.
  • Implementation: under the India–UK CETA (in force 15 July 2026) [5], importers need DGFT tariff-rate-quota authorisations [6]. Quota benefits depend on that process being simple.

Overall, the Ferrari surge shows how announced tariff schedules change demand before the law takes effect. The quota design largely protects the domestic mass market. Going forward, DGFT should notify the EU quota-allocation rules well before entry into force, publish quota use every year, and align concessions with EV policy. That way the FTA can advance Atmanirbhar Bharat and SDG 9 (industry and innovation) rather than mainly cheapening luxury goods.
