UPI has been recognized internationally as the world's largest real-time payment system. Examine the factors behind this success and India's strategy of exporting UPI as a digital diplomacy tool.
Launched in 2016 by the National Payments Corporation of India (NPCI) under RBI's regulatory oversight, the Unified Payments Interface has been recognized by the IMF's June 2025 report Growing Retail Digital Payments as the world's largest retail fast-payment system by transaction volume [2]. Its success rests on deliberate design choices that are now being leveraged abroad.
Factors behind UPI's success
- Interoperable public architecture: A single open API layer lets any bank or app transact with any other, unlike closed wallets or card networks. Banks live on UPI rose from 44 in FY 2016-17 to 703 in FY 2025-26 [1].
- Scale through zero marginal cost to users: Volumes grew from 2 crore transactions in FY 2016-17 to 24,162 crore in FY 2025-26, an almost 12,000-fold surge [1]; value grew from ₹1 lakh crore (FY 2017-18) to ₹139 lakh crore (FY 2022-23), a CAGR of 168% [4].
- JAM foundation: Universal bank accounts, Aadhaar authentication and cheap mobile data created a ready user base — UPI now serves roughly 491 million individuals and 65 million merchants [3], enabling small vendors to go digital without POS hardware.
- Regulator–operator separation: RBI regulates while NPCI, a not-for-profit utility, innovates — insulating the rails from single-firm monopoly.
UPI as a digital diplomacy tool
- DPI as an exportable public good: UPI acceptance is now live in seven countries including UAE, Singapore, Bhutan, Nepal, Sri Lanka, France and Mauritius [1].
- Soft power and remittances: Linkages such as UPI–PayNow cut remittance costs for the diaspora and deepen economic ties with neighbours, complementing the Neighbourhood First policy.
- Agenda-setting: Showcased during India's G20 presidency, UPI anchors India's claim to leadership in global digital governance, reinforced by IMF recognition [2].
UPI demonstrates that inclusive digital public infrastructure, not proprietary technology, can deliver both domestic welfare and diplomatic influence. Sustaining this requires robust cyber-security, fraud redressal and a viable revenue model for the ecosystem. Consolidating these safeguards will let UPI remain a credible template for the Global South's pursuit of inclusive growth.
