1. At a Glance

SAMPANN (System for Accounting and Management of Pension) is the digital pension platform of the Office of Controller General of Communication Accounts (CGCA) under the Department of Telecommunications (DoT), Ministry of Communications [S2][S3].
Recently integrated with DigiLocker, allowing DoT/BSNL/MTNL pensioners paperless, anytime access to e-PPOs, Gratuity Sanction Orders, Communication Sanctions and Form-16 [S1].
Relevant for UPSC under Digital India, e-governance reforms, and pension administration (GS-II).

On 21 January 2026, the Office of the Principal CCA (Delhi) notified the successful integration of SAMPANN with DigiLocker under the Digital India programme [S1].
Follows a series of integrations — SAMPANN was also linked with the UMANG portal around the same time [S4].

SAMPANN launched on 29 December 2018 by PM Narendra Modi; initiative of CGCA, DoT [S2].
Designed to bring processing, sanctioning, authorisation and payment of pensions onto a single platform [S2].
