ADI VANI APP AND TRIBAL WELFARE IN KERALA

Aligns with Article 29 (protection of minority language/culture) and Article 350A (mother-tongue instruction).
Reinforces PESA Act, 1996 and FRA, 2006 by enabling native-language access to rights.
