Legal/Constitutional: Statutory base in Apprentices Act 1961; "Apprentice" excluded from definition of "workman" under Industrial Disputes Act — a recurring legal nuance [S4].
Administrative: Dual-ministry architecture (MSDE for trade, MoE for graduate/diploma) often causes overlap; Central Apprenticeship Council (CAC) is the apex tripartite advisory body recommending reforms [S5].

Wrong ministry: NATS is under Ministry of Education, NOT MSDE — a frequent trap.
Wrong year: NAPS = 2016, NATS = 1973; do not interchange.
Stipend share confusion: NAPS = 25% (cap ₹1,500); NATS = 50% — often swapped.
NAPS vs PMKVY: PMKVY is short-term certification training, not apprenticeship.
Act vs Scheme: Apprentices Act, 1961 is the statute; NAPS/NATS are schemes under it.
Apprentice ≠ Workman under Industrial Disputes Act — legal exclusion.
