‘Mission Shakti’ aims at strengthening interventions for women’s safety, security and empowerment

Mission Shakti is the integrated umbrella scheme of the Ministry of Women and Child Development (MWCD) for safety, security and empowerment of women, operational across the 15th Finance Commission cycle (2021-22 to 2025-26) [S1][S2].
Restructured into two verticals — Sambal (safety/security) and Samarthya (empowerment) — by merging multiple legacy schemes [S1][S3].
One of three umbrella verticals of MWCD (alongside Saksham Anganwadi & Poshan 2.0 and Mission Vatsalya) [S2].

Tackles gendered violence through OSCs and Helpline 181, integrating police/medical/legal/psycho-social support under one roof [S1].
Nari Adalat institutionalises alternative dispute resolution at gram-panchayat level for gender justice [S1].
Economic
Samarthya (PMMVY conditional cash transfer ₹5,000; crèche services) raises female labour force participation by addressing care burden [S1][S3].
Gap Funding seeds women SHG enterprises, complementing DAY-NRLM [S1].
Legal / Constitutional
Operationalises DPSP Art. 39(a)/(d)/(e), Art. 42, Art. 15(3) and obligations under CEDAW (1979) ratified by India in 1993.
OSCs back the Sexual Harassment of Women at Workplace Act, 2013 and DV Act, 2005 support architecture.
Administrative / Federal
Funding pattern: 60:40 (Centre:State) for most States; 90:10 for NE & Himalayan States; 100% for UTs without legislature.
State Hubs (SHEW) and District Hubs (DHEW) form the delivery spine [S3].
