PM-AJAY launched in FY 2021-22 as a Centrally Sponsored Scheme by merging three pre-existing schemes [S2][S3]:
Pradhan Mantri Adarsh Gram Yojana (PMAGY)
Special Central Assistance to Scheduled Castes Sub Plan (SCA to SCSP) → became the GIA component
Babu Jagjivan Ram Chhatrawas Yojana (BJRCY) → became the Hostel component
Central Advisory Committee (CAC) chaired by Union Minister of Social Justice & Empowerment guides implementation [S4].

Fund allocation cap: up to 50% for gap-filling in Adarsh Gram villages, up to 2% for hostel construction/repair, up to 5% for administration/M&E [S3].
2024-25 progress: 4,991 villages declared as Adarsh Gram; ₹6.64 crore used as administrative expense [S3].
Hostel cumulative (since 2021-22): 46 hostels sanctioned, 5,185 beneficiaries, ₹126.30 crore released [S2].

Social: targets SC communities — addresses Article 46 DPSP (promotion of educational/economic interests of SCs/STs). Saturation approach in SC-dominated villages reduces inter-caste developmental gap [S2].
Administrative: shifts VDP preparation, surveys, inspections from desktop/paper to mobile-first workflow; role-based access, geo-tagging, photo uploads improve last-mile accountability [S1].
Governance / Ethical: milestone-linked fund flow triggered only after digital VDP approval — curbs leakage; central dashboards at national/state/district levels enhance transparency [S1].
Scientific / Technological: unified digital platform integrating legacy PMAGY portal; cross-portal integration, dashboard analytics, mobile inspections [S1].
Federal: States/UTs submit Annual Action Plans online through portal; secretaries of all States/UTs participated virtually at launch — cooperative federalism in SC welfare delivery [S1][S4].
