1. At a Glance

  • On 27 Sep 2026, Union Home Minister and Minister of Cooperation Amit Shah did three things at Sabarmati Railway Station, Ahmedabad. He inaugurated and laid foundation stones for rail projects worth ₹1,472 crore. He flagged off the country's first LNG-powered train. He inaugurated a WAG-12 Maintenance Shed [1].
  • The package covers three themes: environmental sustainability (LNG traction), passenger amenities and rail safety (the Kavach anti-collision system) [1].
  • UPSC can draw on it in several ways. It links alternative fuels (LNG, hydrogen), indigenous technology (Kavach, 12,000 HP locomotives), freight modernisation (Dedicated Freight Corridors, double-stack trains) and near-complete electrification. These map to GS-III (infrastructure, energy, environment) and to Prelims current affairs.

  • Terminology: LHB = Linke-Hofmann-Busch coach design. Per the speech, 87% of LHB coaches were built during the current government's tenure [1].

5. Multi-Dimensional Analysis

Economic

  • High-horsepower locomotives relieve congestion on saturated tracks by raising average speed and loads per train [5].
  • The speech says double-stack container trains could nearly double freight capacity. A long-haul trial from JNPT (Mumbai) to Vadodara has been completed [1].
  • An 11,000-km corridor is being converted to four lines, easing Delhi–Howrah and Delhi–Guwahati traffic [1].
  • Diesel use fell from 293 to 108 crore litres between 2015–16 and 2024–25, which reduces the oil import bill [1].

Environmental

  • LNG traction is presented as a contribution to environmental conservation [1]. As general knowledge (not from the sources), LNG burns cleaner than diesel, and it matters for sections that are not electrified.
  • The hydrogen train's only emission is water vapour [11].
  • Regenerative braking on the WAG-12 lowers net energy use [5].

Scientific / Technological

  • Kavach 4.0 improved location accuracy, added a station-to-station interface over optical fibre (OFC), and connects directly to Electronic Interlocking [2].
  • The speech claims the hydrogen train makes India one of only four countries with this technology. Treat this as a ministerial claim [1].
  • Under Make in India, locomotive production capacity rose 66%, per the speech [1].

Safety / Governance

  • Per the speech, the railway safety budget rose 67% [1].
  • Kavach was deployed on 1,465 route km and 144 locomotives in South Central Railway, its early zone [3].
  • Kavach 4.0 was commissioned on the Bajwa (Vadodara)–Ahmedabad section in Gujarat [4].

Administrative / Federal

  • Gujarat's rail allocation grew sharply, but these figures appear in a political speech that includes criticism of the opposition. In Mains answers, use neutral data from Budget documents instead [1].

6. Recent Developments (last 12–18 months)

  • Apr–Nov 2025: 76 more 12,000 HP locomotives were delivered from Madhepura, bringing the total to 576 under PPP [7]. Caveat: this figure came from a search summary; confirm it against [7].
  • 2025: Kavach 4.0 was commissioned on the Bajwa (Vadodara)–Ahmedabad section [4].
  • 17 Jul 2026: The PM visited Haryana, and the hydrogen train on Jind–Sonipat was inaugurated [10][12].
  • 27 Sep 2026: The LNG train was flagged off, and the WAG-12 shed plus ₹1,472 crore of works were opened at Sabarmati [1].

7. Prelims Hooks

  • India's first LNG-powered train was flagged off from Sabarmati station, Ahmedabad, on 27 Sep 2026 [1].
  • The WAG-12 is a 12,000 HP twin-section electric freight locomotive built at Madhepura, Bihar [1][5].
  • The first 12,000 HP loco was operationalised on 18 May 2020 from Pt DDU Jn [5].
  • The WAG-12 uses IGBT-based 3-phase propulsion with regenerative braking [5].
  • Kavach is certified at SIL-4, the highest safety integrity level [2].
  • The Kavach 4.0 specification was approved by RDSO on 16 Jul 2024 [2].
  • India's first hydrogen train runs on the Jind–Sonipat section of Northern Railway [10].
  • The hydrogen trainset has 10 cars, carries about 2,600 passengers and uses a 1,200 kW fuel cell [10][11].
  • "Hydrogen for Heritage" envisages 35 hydrogen trains [13].
  • Sweden is the only country with 100% railway electrification, as cited in the speech [1].
  • Indian Railways is 99.6% electrified [1].
  • A record 7,188 km of track was electrified in 2023–24 [1].
  • India produced 1,681 locomotives in FY 2024–25 [9].
  • The first double-stack long-haul container train trial ran from JNPT to Vadodara [1].

8. Why Run a Gas Train on a Network That Is Almost Fully Electric?

  • LNG is for the diesel that is still left, not for the main network
  • 99.6% of the network is electrified [1]. Yet Railways still burned 108 crore litres of diesel in 2024–25 [1].
  • That leftover diesel goes into shunting, non-electrified branch lines and backup locomotives. LNG (liquefied natural gas, gas cooled into a liquid so more of it fits in a tank) can replace some of it.
  • So the fair question in an answer is: how much of that 108 crore litres can LNG really replace, and at what cost?

  • India has tried gas in trains before, and the gains were modest

  • The Indian Railways Organisation for Alternate Fuel (IROAF) ran 1,400 HP DEMU engines on diesel plus CNG (compressed natural gas) [18].
  • Gas replaced only up to 20% of the diesel. NOx fell 16%, CO₂ 6% and particulate matter 18% [18].
  • So gas cuts local air pollution much more than it cuts carbon. It is still a fossil fuel.

  • The flag-off came with no performance data

  • The PIB release gives no route, engine type, share of diesel replaced or fuel saving for the LNG train [1].
  • Without these numbers, nobody can tell whether it is a pilot that will grow or a one-off demonstration.

  • Green-fuel targets have moved slower than announced

  • "Hydrogen for Heritage" promised 35 hydrogen trains in Feb 2023 [13].
  • Three and a half years later, one hydrogen train runs, on Jind–Sonipat [10].
  • LNG plans should be judged the same way: by trains in regular service, not by first runs.

9. Kavach Is Growing, but Only on a Small Part of the Network

  • Most Kavach work is still at the bidding stage
  • Railways invited bids for Kavach track-side work on about 15,000 route km (RKm). This covers only the busiest routes: Golden Quadrilateral, its diagonals, and high-density corridors [14].
  • Of these, work on only 1,865 RKm had been awarded [14].
  • Kavach 4.0 was commissioned on a total of about 1,306 RKm [15].

  • Why that gap matters

  • Kavach is an ATP (Automatic Train Protection) system. It works only where the track and the locomotive both carry its equipment.
  • A Kavach-fitted engine on an unequipped track is not protected. So the ₹48 crore Sabarmati–Kalol stretch [1] protects only trains on that short section.

  • Spending so far is small next to the task

  • Railways had spent ₹1,950 crore on Kavach, with ₹1,112.57 crore allocated for 2024–25 [14].
  • Speech claims like "safety budget up 67%" [1] do not tell you how many route km are actually protected. Use route-km figures in answers instead.

10. The Money Problem Behind Every New Project

  • Railways earns almost nothing extra to reinvest
  • The operating ratio (how many rupees Railways spends to earn ₹100) is estimated at 98.4 for 2026–27 [16].
  • About 90% of revenue is already committed to salaries, pensions and lease payments [16].

  • So new projects run on the Union Budget, not on railway earnings

  • Budget support pays for 95% of capital spending: ₹2,78,030 crore out of ₹2,93,030 crore in 2026–27 [16].
  • Shed, Kavach and station projects like the ₹1,472-crore Sabarmati package [1] depend on this support continuing.

  • Freight pays for passengers, and that hurts freight

  • Freight brings 62% of traffic revenue; passengers bring only 29% [16]. Freight earnings cross-subsidise (make up for losses on) passenger fares [16].
  • About half of freight earnings come from coal alone [17]. Growth from coal and iron ore is slowing [17].
  • In 2025–26, freight revenue fell 5.1% short of the budget target and passenger revenue fell 13.8% short [16].
  • If coal demand falls as India moves to clean power, Railways loses its biggest earner. That is the risk behind all this new spending.

11. What a Powerful Locomotive Cannot Fix

  • The engine is fast; the network is not
  • The WAG-12 is designed for 120 km/h [5].
  • But freight trains average 23.8 km/h on the normal network, and 37 km/h even on Dedicated Freight Corridors (DFCs) [17].
  • The slow parts are crowded tracks, yards and loading points. A bigger engine does not remove them.

  • Shortage of wagons and poor terminals

  • Railways has 4.27 lakh wagons and adds about 30,000 a year [17]. Yet big customers such as NTPC complain of rake (full train set of wagons) shortages [17].
  • Many yards lack approach roads, solid platforms and leak-proof roofs [17]. Goods like FMCG and e-commerce parcels, which Railways wants to attract, need exactly these.

  • Freight prices have not been reviewed in years

  • Freight rates were last revised in November 2018 [17]. So prices have not been reset against trucks, even though trucks are the main competition.

12. What the Ministry Should Do Next

  • Ministry of Railways: follow the Standing Committee's freight plan
  • The Standing Committee on Railways (Chair: Dr C.M. Ramesh) reported on 16 Dec 2025 [17].
  • It asked Railways to: bring in automobiles, FMCG and e-commerce cargo; review freight rates every year against road costs; encourage private wagon ownership; and expand Gati Shakti Cargo Terminals with private partners [17].
  • It also asked Railways to check whether DFCs are giving returns worth their cost [17].

  • IROAF / Ministry: publish LNG trial numbers, as was done for CNG

  • For the CNG DEMU engines, exact diesel savings and emission cuts were made public [18].
  • The LNG train needs the same: share of diesel replaced, cost per km and emissions, before more trains are ordered.

  • Ministry of Railways: speed up awarding Kavach contracts

  • Only 1,865 of about 15,000 RKm put out to bid had been awarded [14].
  • Publishing a yearly route-km target, and reporting against it, would make progress easy to track.

13. Anchors for Answers

  • Data: Operating ratio 98.4 (2026–27 BE) — Railways spends ₹98.4 to earn ₹100; 95% of capex comes from budget support [16]
  • Data: Freight trains average 23.8 km/h on the normal network and 37 km/h on DFCs (2024–25) [17]
  • Data: Kavach bids invited for ~15,000 RKm, only 1,865 RKm awarded; ₹1,950 crore spent [14]
  • Data: CNG dual-fuel DEMUs replaced up to 20% of diesel; NOx −16%, CO₂ −6% [18]
  • Report/Committee: Standing Committee on Railways, 'Increasing Freight Related Earnings of Indian Railways and Development of DFCs', 16 Dec 2025 [17]

16. Common Errors / Trap Areas

  • WAG-12 vs WAP: WAG is a goods locomotive. Passenger classes are WAP (standard nomenclature).
  • Madhepura vs Marhowra: Madhepura makes electric locomotives; Marhowra makes diesel locomotives. Both are in Bihar [8].
  • First LNG train vs first hydrogen train: LNG was at Sabarmati, Gujarat (Sep 2026); hydrogen was on Jind–Sonipat, Haryana (Jul 2026) [1][10].
  • Kavach approver: the specification is approved by RDSO, not CRS or NITI Aayog [2].
  • Minister's portfolio: Amit Shah attended as Home and Cooperation Minister, not Railway Minister. Do not attribute the scheme to MHA [1].
