5. Multi-Dimensional Analysis
Geopolitical / Strategic
- The meetings with Tanzania's Speaker and Tanzanian Ministers, including the Foreign Minister, support India's Africa outreach [1].
- The Australia meeting (Milton Dick) adds a parliamentary track to the Indo-Pacific partnership. Om Birla had also met Dick at the 146th Assembly [1][3].
- India works through regional groupings: the Asia-Pacific Geopolitical Group and the Asian Parliamentary Assembly [1].
- India has used IPU Assemblies for side diplomacy. Examples: hosting the BRICS Parliamentary Forum (2021) and inviting delegates to the 9th P20 Summit under the G20 Presidency (2023) [3].
Security
- India sits on the HLAG-CTVE (Ambareesh in 2023, Wankhede in 2026). This keeps counter-terrorism on the IPU agenda [1][3].
Social / Gender
- India spoke in the Forum of Women Parliamentarians debates on disability rights and women's leadership [1].
- At the ExCom in 2023, India presented the Naari Shakti Vandan Adhiniyam, which reserves one-third of seats for women in the Lok Sabha and State Assemblies [3].
Institutional / Governance
- India's IPU presence runs through the IPG, not the executive. However, the Speaker, LS approves visits and MEA is consulted [2].
- India's seat on the ExCom lets it shape the IPU's administrative and financial decisions [3].
Health
- An Indian MP sits on the IPU Committee on Health [1]. Earlier Assemblies held IPU–WHO workshops on the Pandemic Accord (147th) [3].
6. Recent Developments (last 12–18 months)
- 04–09 Apr 2025: 150th Assembly, Tashkent (Uzbekistan), delegation led by Om Birla. Lata Wankhede and Bijuli Kalita Medhi were members [3].
- 19–23 Oct 2025: 151st Assembly, Geneva. The 7 MPs included Anurag Thakur, Sanjay Jaiswal, Aparajita Sarangi, Sasmit Patra and Kamaljeet Sehrawat [3].
- 05 Oct 2026: 153rd Assembly, Arusha opens, delegation led by Harivansh. The bilaterals with Australia and Tanzania took place [1].
7. Prelims Hooks
- The 153rd IPU Assembly was held in Arusha, Tanzania (October 2026) [1].
- India's delegation to it was led by the Deputy Chairman, Rajya Sabha (Harivansh) [1].
- The IPG was formed in 1949 under a Constituent Assembly (Legislative) motion of 16 Aug 1948 [2].
- The Speaker, Lok Sabha is the ex-officio President of the IPG. The Deputy Chairman, RS is an ex-officio Vice-President [2].
- The IPG is both the National Group of the IPU and the Main Branch of the CPA in India [2].
- The IPU holds two Assemblies a year [2].
- The IPU is a UNGA observer under Res. 57/32 (2002). It is not a UN specialised agency [4].
- Najma Heptulla was IPU President, 1999–2002 [3].
- Aparajita Sarangi became India's first IPU ExCom member in about 20 years (145th Assembly, Kigali, 2022) [3].
- HLAG-CTVE = High-Level Advisory Group on Countering Terrorism and Violent Extremism [1].
- Tulia Ackson (Tanzania) was elected IPU President in Oct 2023 at the 147th Assembly in Luanda [3].
- The CPA was founded in 1911, with its Secretariat in London [2].
- India hosted the 7th BRICS Parliamentary Forum in Madrid (2021), alongside the 143rd Assembly [3].
8. What MPs Abroad Can Do That Diplomats Cannot, and What They Cannot Do
- The Parliament track follows the government's line. It does not run on its own.
- The Speaker, Lok Sabha approves every official delegation (IPD). The Lok Sabha Secretariat handles invitations in consultation with MEA (Ministry of External Affairs) [2].
-
So MPs at the IPU do not make a separate foreign policy. They carry India's existing positions into a different room.
-
What MPs add is access to people that diplomats rarely meet
- A diplomat meets ministers and officials. An MP meets other MPs, including opposition members and Speakers, who pass budgets and approve treaties in their own countries.
-
In Arusha, India met the Speakers of Tanzania and Australia, and Tanzanian Ministers including the Foreign Minister [1]. This is one visit that reaches both the law-makers and the government of an African partner.
-
What MPs cannot do: commit India to anything
- Only the executive (the government) signs treaties. An MP's speech at the IPU is not a promise by the Government of India.
- This is why the note's Mains stem says parliamentary diplomacy "complements, but cannot substitute" executive foreign policy. In an answer, use the MEA consultation rule [2] as the proof.
9. Why IPU Seats Are Won by Familiar Faces
- IPU posts are won by election, so other countries must know your candidate
- Aparajita Sarangi won her ExCom seat (ExCom = the IPU's top decision-making body) by a two-thirds majority of the Asia-Pacific Group [3].
-
Before her win in 2022, India had no ExCom seat for about 20 years, after Najma Heptulla's term ended in 2002 [3].
-
India now sends the same MPs again and again. This builds expertise and name recognition.
- Sanjay Jaiswal, Sasmit Patra, Kamaljeet Sehrawat, Anurag Thakur and Sarangi went to the 151st Assembly (Geneva, 2025) [3]. All five are in Arusha in 2026 [1].
- Lata Wankhede and Bijuli Kalita Medhi were at the 150th (Tashkent, 2025) [3]. In Arusha they sit on the HLAG-CTVE Board and in the Women's Forum [1].
-
The same MP stays on the same subject (health, counter-terrorism, gender). Over time, other delegates learn who that MP is. That is what helps win the next election inside the IPU.
-
This continuity depends on the MPs staying in Parliament
- An MP who loses an election leaves the IPG (the IPG is open only to sitting MPs) [2].
- The 20-year gap after 2002 [3] shows how quickly India can lose its place once the link breaks.
10. The IPU's UN Link Is Not Universally Accepted
- The IPU sits beside the UN, not inside it, and not every country wants a closer link
- The IPU is only an observer in the UN General Assembly. Observer means it can attend and speak, but cannot vote [4].
- In July 2025 the General Assembly passed a resolution on "Interaction between the United Nations, national parliaments and the IPU". The vote was 153 for, 1 against (United States), with no abstentions [5].
-
So even a near-unanimous text met a "no" from the UN's largest member. The IPU's role at the UN is still something that has to be defended.
-
What the resolution asks for, and why it matters to India
- It asks UN country teams (the UN offices inside each country) to involve national parliaments in development planning [5].
- It asks UN bodies to use IPU expertise to strengthen parliaments, especially in post-conflict democracies (countries rebuilding after war) [5].
- India already pitches its Parliament as a model, for example by presenting the Naari Shakti Vandan Adhiniyam at the ExCom [3]. This resolution gives that work a formal UN route.
11. How to Read the IPU's Numbers Correctly
- Membership figures differ by source, so quote them with the date and source
- The Sansad handbook gives 180 Parliaments + 12 Associate members [2].
- A 2024 PIB release gives 180 national Parliaments + 15 regional parliamentary bodies [7].
-
Regional bodies (groups of parliaments from one region) are counted separately from national members. The associate number has changed over time. If unsure, write "about 180 national parliaments".
-
The founding year the note could not confirm is now on a whitelisted source
- PIB states the IPU was founded in 1889. It calls the IPU the world's first multilateral political organisation (the first body where many countries came together on political questions) [7].
- Headquarters (Geneva) is still not confirmed on a whitelisted page. Check ipu.org before using it.
12. Turning Two Meetings a Year into a Steady Channel
- The problem: the IPU meets only twice a year
-
Assemblies meet in March–April and October–November [2]. Between them, the contacts made there can go cold.
-
The tool already exists: Parliamentary Friendship Groups
- The Lok Sabha Speaker has formed Parliamentary Friendship Groups with more than 60 countries [6].
-
Their stated aim is to let MPs talk directly to their counterparts abroad, share legislative experience, and discuss trade, technology and social policy [6].
-
Speaker, Lok Sabha / IPG: link Assembly meetings to these groups
- Meetings like the ones with Tanzania and Australia in Arusha [1] can be followed up by those countries' friendship groups, so the contact continues between Assemblies.
-
Where possible, put the MP who sits on an IPU committee (health, counter-terrorism) into the matching friendship groups. Then each meeting builds on the previous one.
-
IPG and MEA: use the 2025 UN resolution in Africa
- The resolution asks UN country teams to involve national parliaments [5].
- In African partners like Tanzania, India's development projects could add a parliament-to-parliament part. This would build on the Arusha contacts [1][5].
13. Anchors for Answers
- Data: UNGA resolution on UN–parliaments–IPU interaction adopted 153–1 (US against), July 2025 [5]
- Data: IPU founded 1889; 180 national parliaments + 15 regional bodies [7]
- Data: India's ExCom gap of about 20 years (2002–2022), ended by Sarangi's election at Kigali [3]
- Report/Committee: UNGA Res. 57/32 (2002), IPU observer status [4]; UNGA resolution "Interaction between the UN, national parliaments and the IPU" (2025) [5]
- Law/Case: Article 253: Parliament can make laws to implement international treaties, so treaty-making stays with the executive and Parliament's role is to legislate
- Scheme: Parliamentary Friendship Groups with 60+ countries, set up by the Lok Sabha Speaker, keep contact going between IPU Assemblies [6]
14. Mains Relevance
- GS-II: Parliament (structure, functioning, presiding officers); important international institutions; bilateral and regional groupings (India–Africa, Indo-Pacific).
- Possible question stems: 1. "Parliamentary diplomacy complements, but cannot substitute, executive-led foreign policy." Discuss with reference to India's engagement with the Inter-Parliamentary Union. 2. Examine the role of the Indian Parliamentary Group in projecting India's positions on gender equality and counter-terrorism in multilateral parliamentary forums. 3. How can forums like the IPU strengthen India's partnership with Africa? Illustrate with recent examples.

- P20 (G20 Parliamentary Speakers' Summit): India hosted the 9th edition in 2023 [3].

- India–Tanzania relations: the host country, and the IPU President since 2023.
- UN observer status: compare IPU, AU, EU and others.
16. NCERT Concepts to Revise
- Speaker of the Lok Sabha (Polity): The Speaker is ex-officio IPG President and approves official delegations, which is central to how India takes part in the IPU.
- Deputy Speaker (Polity): The Deputy Speaker is an ex-officio IPG Vice-President, and the note's exam traps turn on who holds which IPG post.
- Rajya Sabha (Polity): The Deputy Chairman of Rajya Sabha leads the delegation, and the release comes from its Secretariat.
- Executive (Polity): Only the executive commits India abroad, so this explains why parliamentary diplomacy complements but cannot replace foreign policy.
- Legislation to implement international agreements (Polity): Article 253 lets Parliament legislate to implement treaties, showing Parliament's limited role in foreign affairs.
- Sovereignty (Polity): The IPU's members are parliaments of sovereign States, and sovereignty explains what the IPU can and cannot do.
17. Common Errors / Trap Areas
- Who heads the IPG: the Speaker, LS is President. The Deputy Chairman, RS is only an ex-officio VP, even when leading a delegation [2].
- UN status: the IPU is a UNGA observer, not a UN body or specialised agency [4].
- IPU vs CPA: the CPA covers the Commonwealth, dates from 1911 and sits in London. The IPU covers sovereign parliaments worldwide. The IPG serves both [2].
- Name spelling: PIB writes "Aparajita Saranagi", while Sansad records write "Sarangi" [1][3]. It is the same MP, so expect spelling variants.
- "Rajya Sabha Secretariat" release: it does not mean the IPU delegation belongs to the Rajya Sabha. The IPD includes MPs from both Houses [1].
