1. At a Glance
- Mahila Kisan Diwas (Rashtriya Mahila Kisan Diwas) is held every year on 15 October by the Ministry of Agriculture & Farmers Welfare (MoA&FW) to recognise women farmers' work in agriculture and allied sectors. [1][3]
- It falls on the same day as the UN International Day of Rural Women (15 Oct), which the UN General Assembly created through Resolution 62/136 (18 Dec 2007). [7]
- 2026 matters more than usual because the UN has declared 2026 the International Year of the Woman Farmer (IYWF 2026). [2]
- It links several syllabus themes: the feminisation of agriculture, women's access to credit, technology and markets, SHG and FPO-based collectivisation, and Viksit Bharat @2047. [1][2]
2. Why in the News

5. Multi-Dimensional Analysis
Economic
- Women work across the whole value chain: crop cultivation, livestock, seed conservation, post-harvest work and value addition. [1]
- Credit has been channelled through women's SHGs: ₹11 lakh crore+ under DAY-NRLM. [2]
- Infrastructure support has gone to women through AIF (₹2,377 cr) and AMI storage projects (10,631 projects). [2]
Social / Gender
- Women are mostly labourers or self-employed farmers (33% and 48%). This is the "invisible farmer" problem: women do the work without formal recognition as farmers. [2]
- PM-KISAN is tied to landholding, so women's roughly 25% share of benefits tracks gaps in land ownership. [2]
- Community cadres reach women at the doorstep. There are 3.5 lakh+ Community Resource Persons across the Krishi, Pashu, Van and Matsya Sakhi roles. [2]
Scientific / Technological
- Namo Drone Didi gives SHGs drones for spraying services. SMAM gives 50% (up to ₹5 lakh) for drone purchase by women farmers. [2]
- ICAR-CIWA works on drudgery-reducing, women-friendly tools. [2]
Environmental
- The 2026 theme stresses sustainable practices and conservation of natural resources. [1]
- 70,021 SHG women were trained in natural farming (FY23–FY25). [2]
Administrative / Governance
- The event is run from Delhi down to EEIs, SAMETIs and MANAGE. [1]
- Women extension officers connect research with farm communities. [1]
- PIB data has internal inconsistencies, for example the ATMA growth rate (see §10). Monitoring data needs careful reading. [2]
Global / Multilateral
- The Indian day matches the UN calendar (IDRW). IYWF 2026 and FAO's "100 Women Heroes" give India's women-farmer push an international setting. [2][7][8]
6. Recent Developments (last 12–18 months)
- 1 Jan 2025: The collateral-free KCC limit was raised to ₹2 lakh. [2]
- 2025-26: The Dalhan Aatmanirbharta Mission began, with at least 20% of funds for women. [2]
- 12–14 Mar 2026: GCWAS-2026 was held in New Delhi. [2]
- 17 Mar 2026: The 22nd PM-KISAN instalment reached 2.15 crore women. [2]
- 23 Mar 2026: PIB published the backgrounder "Empowering Women Farmers in Agriculture." [2]
- 15 Oct 2026: Mahila Kisan Diwas national event, book release and felicitation of women farmers. [1]
- 15 Oct 2026: FAO named its 100th "Woman Hero." [8]
7. Prelims Hooks
- Mahila Kisan Diwas is on 15 October, the same day as the UN International Day of Rural Women. [1][7]
- The International Day of Rural Women was created by UNGA Res. 62/136 (2007) and first observed in 2008. [7]
- 2026 = International Year of the Woman Farmer (UN). [2]
- 2026 Mahila Kisan Diwas theme: "Role of Women Farmers in Building Developed Agriculture and a Developed India." [1]
- 2026 venue: Dr. B. R. Ambedkar International Centre, New Delhi. Chaired by the DA&FW Secretary. [1]
- 2022 theme: "Millets: Empowering Women and Providing Nutritional Security." [6]
- ICAR-CIWA is in Bhubaneswar, not Delhi. [2][10]
- Namo Drone Didi: 15,000 drones, ₹1,261 cr, 80% CFA up to ₹8 lakh, Central Sector scheme. [2]
- MKSP is a sub-component of DAY-NRLM, which comes under the Ministry of Rural Development, not MoA&FW. [2]
- Under AMI, women get a 33.33% subsidy; general plains farmers get 25%. [2]
- Every FPO under the 10,000 FPO scheme must have at least one woman on its Board. [2]
- About 25% of PM-KISAN benefits go to women. [2]
- 80% of rural women work in agriculture and allied sectors. [2]
- The FMTTIs are at Budni, Hisar, Anantapur and Biswanath Chariali. [2]
8. Women Do the Farm Work, But Rarely Own the Farm
- Women do most of the work but hold very little of the land
- 80% of rural women work in agriculture and allied sectors [2].
- A 2018 ministerial claim put women's share in producing major crops at 75% [4].
- But in Agriculture Census 2015-16, women held only about 11.72% of the total operated area (land actually farmed) [11].
-
This is the core of the "invisible farmer" problem. Women do the work, but the farm is recorded in a man's name.
-
Schemes that need a land title cannot reach women without one
- PM-KISAN pays only landholders. That is why women get only about 25% of its benefits, even though most rural women work on farms [2].
- KCC loans and AIF projects also work best for people with land papers to show [2].
-
So the problem is not that scheme money is spent badly. Many women never qualify in the first place.
-
Unequal access, not unequal ability, lowers women's output
- FAO's 2023 report finds women farmers produce 24% less than men on farms of the same size [12].
- FAO says the gap comes from unequal access to land and inputs, plus discrimination. It is not about skill [12].
- Women farm workers also earn about 18.4% less than men in agricultural wage work [13].
9. Drone Didi: A Big Target, Small Delivery So Far
- The target and the actual delivery are far apart
- Namo Drone Didi promised 15,000 drones to women SHGs between 2023-24 and 2025-26 [2].
- By January 2026, a Rajya Sabha reply reported only 500 drones given under the scheme [14].
- The total of 1,094 counts another 594 drones that Lead Fertilizer Companies (big fertiliser firms) paid for from their own funds. Those were not scheme drones [14].
-
The scheme period ended in March 2026, so most of the target had not been reached by then.
-
Why this matters for today's message
- The Minister's 2026 message names Drone Didi as a new role for women [1].
- The figures show it is still a small pilot (a trial run), not yet a mass programme.
-
Quote the 500 figure next to the 15,000 target. That shows the examiner you have read past the press release.
-
Even the state-wise numbers do not match
- Earlier and later PIB releases give different state counts for the same 1,094 drones, though the total stays the same [14].
- So progress has to be checked against the delivery records, not just the announcements.
10. Why Counting Beneficiaries Is Not the Same as Empowerment
- Most targets count heads, not decision-making power
- Every FPO must have at least one woman director [2]. With a board of several members, one woman can easily be outvoted.
- Only 1,175 of the 10,000 FPOs are all-women. That is about 12% [2].
-
ATMA reports the number of women "beneficiaries", not whether their income or yields went up [2].
-
The prize for fixing this is large
- FAO estimates that closing the gender gaps in farm productivity and farm wages would add about 1% to global GDP (nearly USD 1 trillion) [12].
- It would also mean 45 million fewer food-insecure people (people without reliable access to enough food) [12].
- So women's equality in farming is about food security and growth, not only welfare.
11. What Should Follow the Celebration
- MoA&FW should copy its own earmark models in more schemes
- The Pulses Mission sets aside at least 20% of funds for women farmers [2].
- AMI gives women a higher subsidy (33.33% against 25%) whether or not they own land [2].
-
Both models reach women without asking for a land title. Credit and mechanisation schemes could use the same design.
-
MoA&FW should publish state-wise Drone Didi delivery against target
- Only 500 of 15,000 drones had reached women under the scheme by January 2026 [2][14].
-
Revised state figures mean the public needs one clear, regularly updated record [14].
-
The 10,000 FPO scheme should raise women's board share above one seat
- One seat brings women into the room but does not give them a say in decisions [2].
-
FAO links the productivity gap to unequal access and discrimination, not to ability [12]. Real control over FPO decisions is one way to give women that access.
-
Count women as farmers in the data
- Rural women are recorded mostly as labourers (33%) or self-employed (48%) [2], yet they operate only 11.72% of farmed area [11].
- Until the records list women as cultivators, schemes keyed to land records will keep missing them.
12. Anchors for Answers
- Data: Women operated only about 11.72% of the total operated area in Agriculture Census 2015-16 [11]; women get about 25% of PM-KISAN benefits [2]
- Data: Only 500 of the 15,000 targeted Namo Drone Didi drones had been distributed under the scheme by January 2026 (1,094 counting fertiliser-company drones) [14]
- Report/Committee: FAO, The Status of Women in Agrifood Systems (2023): a 24% productivity gap on same-size farms; closing the gaps could add about USD 1 trillion to global GDP and mean 45 million fewer food-insecure people [12]
- Comparison: FAO finds women agricultural wage workers earn about 18.4% less than men [13]
- Scheme: Pulses Mission (at least 20% of funds for women) and AMI (33.33% subsidy for women) reach women without needing land ownership [2]
13. Mains Relevance
- GS-I: Role of women and women's organisations; social empowerment.
- GS-II: Welfare schemes for vulnerable sections; SHGs.
- GS-III: Agriculture (farm subsidies, extension, mechanisation, marketing, inclusive growth).
- Possible questions: 1. "Feminisation of Indian agriculture has not been matched by the feminisation of agricultural entitlements." Critically examine with reference to land, credit and extension. (250 words) 2. Evaluate how community para-extension models such as Krishi Sakhi and Drone Didi can bridge the gender gap in farm technology adoption. 3. In the context of the International Year of the Woman Farmer 2026, assess how far FPOs and SHGs have helped women farmers gain market access and decision-making power.

15. NCERT Concepts to Revise
- Feminisation of agriculture (Economy): Central theme: women's rising farm workload without land rights, credit or recognition as farmers, the 'invisible farmer' problem.
- Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (Polity): MKSP and the Sakhi cadres run through this rural livelihoods mission, which sits under the Rural Development Ministry.
- Self-help group (Economy): SHGs receive Drone Didi drones and carry women's credit and collective action in farming.
- Agriculture Census (Geography): Source of the 11.72% women's operated-area figure showing the land-ownership gap.
- Collateral (Economy): Land titles act as collateral for loans, so women without land struggle to get KCC and credit.
- Inclusive growth (Economy): Closing women's gaps in farming ties to broad-based growth, food security and the Viksit Bharat goal.
16. Common Errors / Trap Areas
- Kisan Diwas vs Mahila Kisan Diwas. National Farmers' Day is 23 December, Chaudhary Charan Singh's birth anniversary [unverified]. Mahila Kisan Diwas is 15 October. [1]
- International Day of Rural Women (15 Oct) vs World Food Day (16 Oct) are one day apart. Also, the 2017 PIB release reportedly says "International Women's Day" when it means the Rural Women's Day. International Women's Day is 8 March. [3][9]
- Wrong ministry. MKSP and DAY-NRLM sit under MoRD. The Diwas, AIF, PM-KISAN and Namo Drone Didi come under MoA&FW. Krishi Sakhi training is joint. [2]
- IYWF 2026 vs International Year of Millets 2023. The 2022 Diwas theme was about millets, which leads to confusion between the two. [2][6]
- Bad data in the source. The PIB backgrounder calls the ATMA rise from 9.93 to 11.61 lakh "~2.29% growth." The real figure is about 17%. It also dates the AIF figure to "28 Feb 2025" in one place and gives the same figure in another place in the same document. Quote the absolute numbers, not the PIB's percentage. [2]
