1. At a Glance
- Kashi Tamil Sangamam (KTS) is a Union Ministry of Education programme that celebrates and strengthens the old civilisational links between Tamil Nadu and Kashi, which the release calls "two ancient seats of learning". It is run in the spirit of Ek Bharat Shreshtha Bharat [1].
- KTS 5.0 runs from 28 Nov to 12 Dec 2026. Its theme is "Thirukkural Payilvom – Thirukkural Abhyas Karen" (Tamil and Hindi for "Let us learn the Thirukkural"). The aim is to bring the ethical wisdom of the classical Tamil text Thirukkural to young people and learners across India [1].
- UPSC relevance: it links cultural nationalism, linguistic diversity, classical languages, Indian Knowledge Systems and national integration. It touches GS-I (culture), GS-II (education/governance) and GS-IV (ethics, through the Thirukkural).
2. Why in the News
- On 22 Oct 2026, Union Education Minister Pralhad Joshi launched the KTS 5.0 registration portal (kashitamil.iitm.ac.in, hosted by IIT Madras) [1].
- The theme for 2026 shifts from learning the Tamil language (the KTS 4.0 theme "Tamil Karkalam") to the ethical text Thirukkural [1][7].
3. Background & Evolution
- Origin, 2022: the first KTS was held in 2022. The Prime Minister inaugurated it in Varanasi [1][2]. PIB pages give slightly different dates for the 2022 window (16 Nov – 15 or 16 Dec 2022) [2][3].
-
At the launch, the PM released the book "Tirukkural" with its translation into 13 languages [2].
-
Rationale: both regions share pilgrimage traditions. Many people visit both Kashi and Rameswaram as part of their religious practice, which reflects cultural ties between north and south India [1].
- Milestones:
| Edition | Dates | Theme / Highlight | Src |
|---|---|---|---|
| KTS 1.0 | Nov–Dec 2022 | Inaugurated by the PM in Varanasi; Tirukkural released with translations in 13 languages | [2] |
| KTS 2.0 | 17–30 Dec 2023 | Held at Namo Ghat, Varanasi; 1,435 delegates; real-time Tamil translation of the PM's address | [4] |
| KTS 3.0 | 15–24 Feb 2025 | Theme: Sage Agasthyar; included the Mahakumbh (Prayagraj) and the Ram Mandir (Ayodhya) | [5][6] |
| KTS 4.0 | 2–15 Dec 2025 | Theme: "Tamil Karkalam – Let Us Learn Tamil"; valedictory at Rameswaram | [7][8] |
| KTS 5.0 | 28 Nov – 12 Dec 2026 | Theme: "Thirukkural Payilvom – Thirukkural Abhyas Karen" | [1] |
- Related earlier initiatives: the PM released a Gujarati translation of the Thirukkural on Thiruvalluvar Day. The translator was Dr. P.C. Kokila, who was born in Gujarat and lives in Tamil Nadu [14]. CICT also translates classical Tamil works into other Indian languages, for example the Hindi Tolkāppiyam [15].

5. Multi-Dimensional Analysis
Social / Cultural
- It brings in a wide range of groups: students, teachers, artisans, farmers, women and spiritual leaders [1].
- It encourages learning across language lines. Under KTS 4.0, Tamil was taught in 50 Varanasi schools ("Tamil Karkalam") [10]. KTS 5.0 sends Thirukkural experts to schools and colleges in Varanasi [1].
Ethical (GS-IV)
- The Thirukkural is presented as a source of "universal values" for everyday life. This makes it useful for ethics answers, especially through Thiruvalluvar's ideas on ethics, governance and conduct [1].
Governance / Federalism
- Delivery involves many actors: Union ministries, the UP Government, IITs, a central university (BHU) and CICT [1]. It works as cooperative cultural federalism and tries to bridge north–south divides.
- Ministers frame KTS as reflecting the "true spirit of Ek Bharat Shreshtha Bharat" [13].
Educational / Technological
- Outreach in 1,000 HEIs, multilingual resources and technology are used to spread the Thirukkural more widely [1].
- Academic depth: in KTS 4.0, BHU and IIT (BHU) jointly hosted seven academic programmes [12].
Economic (tourism)
- Delegates visit the Varanasi–Prayagraj–Ayodhya pilgrimage circuit [1]. Railways ran special trains, for example the KTS 4.0 inaugural train from Kanniyakumari with 216 delegates [11].
Historical
- KTS 4.0 included the Sage Agastya Vehicle Expedition from Tenkasi to Kashi, which traced a civilisational route [7].
6. Recent Developments (last 12–18 months)
- Feb 2025: KTS 3.0 (15–24 Feb), themed on Sage Agasthyar and timed with the Mahakumbh [5][6].
- Dec 2025: Dharmendra Pradhan (then Education Minister) and UP CM Yogi Adityanath jointly inaugurated KTS 4.0 on 2 Dec [9]. The edition ran to 15 Dec, with the valedictory at Rameswaram [7].
- Dec 2025: KTS 4.0 programmes:
- Tamil Karkalam: Tamil taught in Varanasi schools [7][10].
-
Tamil Karpom: study tours to Tamil Nadu for 300 students from the Kashi region [7].
-
22 Oct 2026: Pralhad Joshi launched the KTS 5.0 portal [1].
7. Prelims Hooks
- KTS 5.0 runs 28 Nov – 12 Dec 2026 [1].
- KTS 5.0 theme: "Thirukkural Payilvom – Thirukkural Abhyas Karen" [1].
- Organiser: Department of Higher Education, Ministry of Education (not the Ministry of Culture) [1].
- The registration portal is hosted by IIT Madras [1].
- CICT, Chennai runs the HEI engagement portal kts.cict.in [1].
- ~1,400 participants in 7 groups of ~200 each [1].
- Seven registration categories, including Women and Spiritual leaders [1].
- Itinerary: Varanasi, Prayagraj, Ayodhya [1].
- Students' Engagement Programme covers 1,000 HEIs [1].
- NBT + Rashtriya e-Pustakalaya run reading-habit sessions in Varanasi schools [1].
- First edition: 2022, inaugurated by the PM in Varanasi [1][2].
- KTS 2.0 was held at Namo Ghat, 17–30 Dec 2023 [4].
- KTS 3.0 theme: Sage Agasthyar (Feb 2025) [5].
- KTS 4.0 theme: "Tamil Karkalam", with the valedictory at Rameswaram [7].
- Tamil was the first classical language (2004) [16].
8. Who Hosts and Who Only Travels
- The Tamil Nadu government is not on the partner list
- The partners include the UP Government and about ten Union ministries and departments [1].
- The Tamil Nadu government, the home state of every delegate, is not named as a partner [1].
- A Rajya Sabha written question in March 2023 asked the Education Ministry why Tamil Nadu's government and scholars were not involved, and what the event cost [19].
-
So the 'cooperative federalism' (Centre and states working together) claim in the note is only half true. One state hosts. The other state's people attend, but its government does not take part.
-
Far more people travel north than south
- KTS sends about 1,400 people from Tamil Nadu to Kashi [1].
- The reverse study tour under KTS 4.0 ('Tamil Karpom') took only 300 students from the Kashi region to Tamil Nadu [7].
-
That is roughly 4–5 Tamil visitors for every one visitor from Kashi. A 'sangamam' (meeting of two streams) is supposed to flow both ways.
-
The trip covers only one state
- All three stops, Varanasi, Prayagraj and Ayodhya, are in Uttar Pradesh [1].
- So the tourism and hosting benefits (trains, hotels, local spending) go mainly to one state.
9. Is It Cultural Unity or Pilgrimage Politics?
- The strongest criticism
- The itinerary is made up entirely of Hindu pilgrimage centres: Varanasi, Prayagraj and Ayodhya [1].
- KTS 3.0 was timed with the Mahakumbh and included the Ram Mandir [5][6]. 'Spiritual leaders' is one of the seven delegate categories [1].
-
Critics read this as linking Tamil identity to one religious map of India, run from Delhi and Lucknow without Chennai having a say [19].
-
The honest answer: part of the criticism holds, part does not
- Where the programme has changed: the KTS 4.0 and 5.0 themes moved from sites to language and ethics. 'Tamil Karkalam' taught Tamil in 50 Varanasi schools [10]. KTS 5.0 is built around the Thirukkural, which is a book of conduct, not a place of worship [1].
- Why that matters for the language debate: NEP 2020 says no language will be imposed on any state, and that at least two of the three languages a child learns should be native to India [20]. KTS 4.0 had Hindi-speaking children learning Tamil. That is the opposite of the 'Hindi imposition' that south Indian states fear.
-
What still stands: the itinerary has not changed with the theme. A Thirukkural edition still takes delegates only to pilgrimage sites in UP [1]. The Tamil Nadu government is still not a partner [1].
-
How to write this in Mains: say both things. KTS supports national integration, and it also carries a clear political and religious framing. A 'critically examine' answer needs both sides.
10. We Know the Headcount, Not the Result
- Every release counts inputs, not outcomes
- The KTS 5.0 release gives the number of delegates (1,400), groups (7), HEIs (1,000) and days (8) [1].
-
It does not say what changed afterwards. For example, are the Varanasi children who learned Tamil in 50 schools still learning it a year later [10]? Did anything come out of the 1,000-HEI programme, such as courses, credits or translations?
-
The cost is hard to find
- Spending is split across the Education Ministry, Railways, Culture, Tourism, Textiles and other departments [1]. No single budget line shows the full cost of one edition.
-
Parliament asked for the cost in 2023 [19]. The KTS releases carry no cost figure.
-
The tool for this already exists
- PIB has published an impact assessment of the parent Ek Bharat Shreshtha Bharat campaign [21].
- KTS has run five editions without a published edition-wise review of this kind. That makes it hard to judge whether 5.0 should repeat 4.0 or change course.
11. What Saurashtra Tamil Sangamam Did Differently
- It was built on a real community, not only shared pilgrimage
- Saurashtra Tamil Sangamam (April 2023) was aimed at Saurashtrian Tamils, a community in Tamil Nadu whose roots lie in Gujarat. The stated aim was to reconnect them with those roots [22].
- More than 3,000 of them travelled to Somnath by special train [22].
-
KTS rests on a looser link: pilgrims who visit both Kashi and Rameswaram [1]. A link through living families is easier to keep alive after the event ends.
-
It was launched from the Tamil side
-
Union Minister Mansukh Mandaviya launched it in Chennai [22]. KTS 5.0 was launched from Delhi through an IIT Madras portal [1].
-
The model is now being copied
- The PM has named Kashi Telugu Sangamam alongside KTS and Saurashtra Tamil Sangamam as part of the same approach [23].
- So the weak points of KTS (one-way travel, no state partner, no outcome data) will repeat across other pairs unless they are fixed now.
12. What the Education Ministry Should Change for KTS 6.0
- Department of Higher Education: make the Tamil Nadu government a co-host
- At present the UP Government is a partner and Tamil Nadu is not [1].
-
Tamil Nadu could co-host the return leg, for example the Rameswaram valedictory already used in KTS 4.0 [7]. That would make the programme cooperative in fact, not only in name, and answer the question raised in Parliament [19].
-
Make the exchange two-way at scale
- Grow 'Tamil Karpom' from 300 Kashi students [7] closer to the 1,400 Tamil delegates [1].
-
This follows the EBSB idea of reciprocal exchange (both sides visiting each other) that KTS claims to belong to [1].
-
Publish cost and outcome data after each edition
-
Use the format of the EBSB impact assessment [21]: total cost across all ministries, and follow-up of students taught Tamil in Varanasi schools [10].
-
Widen the itinerary to match the Thirukkural theme
- An ethics-themed edition could add learning sites, such as BHU's own academic programmes [12] and Tamil institutions like CICT [1], so the trip is not only temples.
13. Anchors for Answers
- Data: ~1,400 Tamil Nadu delegates travel north [1], but only 300 Kashi students went south under Tamil Karpom (KTS 4.0) [7]; Tamil taught in 50 Varanasi schools [10]
- Data: 3,000+ Saurashtrian Tamils travelled to Somnath for Saurashtra Tamil Sangamam (2023) [22]
- Report/Committee: Impact Assessment of the Ek Bharat Shreshtha Bharat campaign (PIB) [21]; Rajya Sabha question on KTS cost and Tamil Nadu's non-involvement, March 2023 [19]
- Law/Case: No statute behind KTS. Constitutional anchors: Article 51A(f) (fundamental duty to value and preserve India's composite culture), Article 351 (Hindi to grow by drawing on other Eighth Schedule languages)
- Comparison: Saurashtra Tamil Sangamam was built on a living diaspora link and launched in Chennai, not on pilgrimage symbolism alone [22]
- Scheme: NEP 2020: no language imposed on any state; at least two of three languages native to India [20]. KTS 4.0 Tamil teaching in Hindi-belt schools fits this
14. Mains Relevance
- GS-I: Indian culture (salient aspects of literature and art from ancient to modern times); unity in diversity.
- GS-II: Government policies and interventions; education (NEP, Indian Knowledge Systems).
- GS-IV: Contributions of Indian thinkers (Thiruvalluvar); values.
- Question stems: 1. Cultural confluence programmes such as Kashi Tamil Sangamam are tools of soft national integration. Critically examine in the context of India's linguistic federalism. (GS-I/II, 15 m) 2. Discuss the relevance of Thiruvalluvar's ethics in the Thirukkural for contemporary public administration. (GS-IV, 10 m) 3. How can institutions of higher education be leveraged to promote India's classical knowledge traditions? Illustrate with recent initiatives. (GS-II, 10 m)
15. Related Topics to Study Next
- Ek Bharat Shreshtha Bharat (2015): KTS is its flagship expression [1].
- Classical languages of India: Tamil came first (2004). Six languages were recognised between 2004 and 2024 [16][17].
- Thiruvalluvar and the Thirukkural: structure (Aram, Porul, Inbam), Thiruvalluvar Day, and the text's use in GS-IV [18].
- Saurashtra Tamil Sangamam / Kashi Telugu Sangamam: similar cultural-confluence models (no source retrieved).
- CICT, Chennai: mandate, translation mission, Tolkāppiyam [15].
- Sage Agastya: the north–south civilisational figure behind the KTS 3.0 and 4.0 themes [5][7].
- NEP 2020 and Indian Knowledge Systems: the policy basis for HEI outreach on classical texts.
- Rashtriya e-Pustakalaya / National Book Trust: digital reading infrastructure [1].
16. NCERT Concepts to Revise
- Tirukkural (History): The theme text itself: a Tamil ethical classic of 1,330 couplets on aram, porul and inbam, useful for GS-IV.
- Classical language (Geography): Tamil was the first language given classical status in 2004; the note links KTS to classical languages.
- Cooperative federalism (Polity): The note tests the claim that KTS shows Centre-state partnership, though the Tamil Nadu government is not a partner.
- Linguistic federalism (Polity): Explains India's language-based states, the backdrop for the debate on Hindi imposition and Tamil being taught in Varanasi.
- Unity in diversity (Polity): KTS is meant to build national integration by linking north and south India through shared culture.
- Cultural nationalism (Polity): Critics see the all-pilgrimage itinerary as tying Tamil identity to one religious map, which is this concept's risk.
17. Common Errors / Trap Areas
- Wrong ministry: the organiser is the Ministry of Education (Department of Higher Education), not the Ministry of Culture or Tourism [1].
- Wrong minister: Pralhad Joshi launched KTS 5.0 [1]. Earlier editions were led by Dharmendra Pradhan [5][9].
- Themes mixed up: KTS 3.0 = Sage Agasthyar; KTS 4.0 = Tamil Karkalam (learning the language); KTS 5.0 = Thirukkural (ethical text) [1][5][7].
- Wrong portal host: the participant portal is IIT Madras; the HEI engagement portal is CICT. BHU is a partner, not the portal host [1].
- Two editions in 2025: KTS 3.0 (Feb 2025) and KTS 4.0 (Dec 2025) fell in the same calendar year. There was no edition in 2024 [5][7].
