1. At a Glance

  • EPFO (Employees' Provident Fund Organisation) is India's statutory provident fund and pension body under the Ministry of Labour & Employment. In 2026 it holds a retirement corpus of ₹32 lakh crore for more than 8 crore members and pays pensions to 85 lakh pensioners [1].
  • Its institutional commitment dates to 1952. Its legitimacy is said to rest on trust, built "through every claim settled and every pension delivered" [1].
  • It runs three schemes: EPF Scheme, Employees' Pension Scheme (EPS) and Employees' Deposit Linked Insurance (EDLI), all under a Central Board of Trustees (CBT) [6].
  • UPSC value: social security architecture (GS-II), formalisation of the labour market (GS-III), digital and compassionate governance (GS-II/GS-IV).

2. Why in the News

  • 74th Foundation Day of EPFO, 1 November 2026, presided over by Labour Minister Dr. Mansukh Mandaviya, who is Chairman of the CBT [1].
  • The event showcased the CITES 2.01 technology platform. Average claim settlement time was 2.57 days in October 2026 [1].
  • Two member-facing initiatives were launched:
  • Automatic settlement of Aadhaar-verified inoperative accounts with balances up to ₹1,000. About 1 lakh accounts and ₹5 crore are expected to benefit [1].
  • A verified EPFO WhatsApp service. It shows PF balance, the last five transactions and passbook information, and guides members on PMVBRY requirements [1].

  • The publication "Shasan Vidhi Mein Karuna" was released, and Bhavishya Nidhi Awards were given, including awards for grievance management [1].

3. Background & Evolution

  • 1952: founding commitment of EPFO, made under the Employees' Provident Funds and Miscellaneous Provisions (EPF & MP) Act, 1952 [1][4].
  • 19.11.1995: EPS-95 came into force. It was framed under Section 6A of the EPF & MP Act [4].
  • 226th CBT meeting: ratified restoring the normal pension 15 years after commutation, benefiting about 6.3 lakh pensioners [5].
  • Code on Social Security, 2020: the PRS bill summary describes EPF, EPS and EDLI being placed under CBT administration within the Code [6]. The sources used here do not confirm the Code's current legal status.
  • FY 2024-25: EPFO settled more than 5 crore claims for the first time. Auto-settled claims rose to 1.87 crore, from 89.52 lakh in FY 2023-24 [8].
  • June 2025: the auto-settlement limit for advance claims was raised from ₹1 lakh to ₹5 lakh, with disbursal within 72 hours [9].
  • 1 August 2025: PM Viksit Bharat Rozgar Yojana (PM-VBRY) came into effect, run through EPFO [10].
  • 1 November 2025 (73rd Foundation Day): the Employee Enrollment Scheme 2025 was launched at Bharat Mandapam [7].
  • 1 November 2026 (74th Foundation Day): CITES 2.01, inoperative-account auto-settlement and the WhatsApp service [1].

PM-VBRY at a glance

  • Covers jobs created between 1 Aug 2025 and 31 Jul 2027. Outlay ₹99,446 crore. Target: more than 3.5 crore jobs, of which about 1.92 crore are first-timers [10].
  • Part A (first-time employees): for those earning up to ₹1 lakh a month. The incentive is one month's EPF wage, capped at ₹15,000, paid in two instalments after 6 and 12 months. The second instalment also requires a financial literacy programme [10][12].
  • Part B (employers): up to ₹3,000 per month per additional employee for 2 years. Firms with fewer than 50 staff must hire at least 2 extra workers; firms with 50 or more must hire at least 5. New hires must be retained for 6 months [10]. Manufacturing employers get incentives for 4 years [11].

5. Multi-Dimensional Analysis

Economic

  • A ₹32 lakh crore corpus makes EPFO a major pool of long-term domestic savings [1].
  • PM-VBRY ties job incentives to EPFO registration. More than 70 lakh first-time employees had been formalised by June 2026 [11].
  • The Employee Enrollment Scheme 2025 encourages employers to declare unenrolled staff. The penalty is only ₹100, and the employee share does not have to be paid if it was never deducted [7].

Social

  • The Labour Secretary said social protection must reach unorganised workers at the last mile, not only the organised sector [1].
  • Auto-settling small inoperative balances returns dormant money to its owners. These are often low-income or migrant workers [1].
  • Doorstep Digital Life Certificates for EPS-95 pensioners are delivered through India Post Payments Bank at ₹50 each, with the cost fully borne by EPFO [3].

Scientific / Technological

  • CITES 2.01 has cut average settlement time to 2.57 days [1].
  • The WhatsApp service and Aadhaar-plus-bank verification reduce visits to EPFO offices [1].
  • Auto-settlement now covers advance claims up to ₹5 lakh [9].

Ethical / Governance (GS-IV)

  • "Compassion in governance": grievances are to be handled with empathy, and workers treated with dignity as nation-builders. This is the theme of "Shasan Vidhi Mein Karuna" [1].
  • Proactive, claimless service: the state starts the settlement itself instead of waiting for the citizen to apply. This shifts governance from a request-based model to an entitlement-based one [1].
  • Reform is presented as a continuous process, with accessibility and ease of living as priorities [1].

Legal / Institutional

  • A tripartite CBT governs EPFO [1]. Its audited accounts for EPF, EPS and EDLI (2023-24) are placed before Parliament [2].
  • EPS rules now allow withdrawal benefits after just one month of contributions [2].

Administrative

  • Issues remaining: limited reach into the unorganised sector [1], and dormant accounts that build up when workers change jobs [1].
  • The banking network for collecting contributions has expanded [S8 search set; see S13].

6. Recent Developments (last 12-18 months)

  • Jun 2025: auto-settlement limit for advances raised to ₹5 lakh [9].
  • 1 Aug 2025: PM-VBRY in force [10].
  • 238th CBT: doorstep Digital Life Certificates via IPPB approved [3].
  • 1 Nov 2025: 73rd Foundation Day; Employee Enrollment Scheme 2025 launched [7].
  • 239th CBT: EPS withdrawal after one month of contributions; EDLI ₹2.5–7 lakh; 1% per month penal damages; 2023-24 accounts adopted [2].
  • 19 Jun 2026: PM disbursed about ₹2,400 crore under PM-VBRY. Under Part B, ₹214 crore went to 17,551 establishments [11].
  • Oct 2026: average claim settlement time of 2.57 days [1].
  • 1 Nov 2026: 74th Foundation Day; inoperative-account auto-settlement and the WhatsApp service launched [1].

7. Prelims Hooks

  • EPFO comes under the Ministry of Labour & Employment, not the Ministry of Finance [1].
  • The Chairman of the CBT (EPF) is the Union Labour Minister. The Central Provident Fund Commissioner is the executive head [1].
  • EPS-95 was framed under Section 6A of the EPF & MP Act, 1952 [4].
  • EPS-95 came into force on 19 November 1995 [4].
  • No administrative charges are levied for running EPS; employers pay them for EPF and EDLI [4].
  • EPFO marked its 74th Foundation Day on 1 November 2026 [1].
  • CITES 2.01 is EPFO's technology transformation platform [1].
  • Inoperative accounts with balances up to ₹1,000 are auto-settled after Aadhaar and bank verification [1].
  • EDLI cover: ₹2.5 lakh to ₹7 lakh, for members with 12 months' continuous service [2].
  • Uniform penal damages of 1% per month from 14.06.2024 [2].
  • PM-VBRY in effect from 1 August 2025; outlay ₹99,446 crore [10].
  • PM-VBRY Part B: up to ₹3,000 per month per additional employee; 4 years for manufacturing [10][11].
  • FY 2024-25: more than 5 crore claims settled; 1.87 crore auto-settled [8].
  • Normal pension is restored 15 years after commutation (226th CBT) [5].

8. What the 2.57-Day Average Does Not Tell You

  • An average shows how fast EPFO settles a claim. It does not show how many claims it rejects.
  • The note gives one number: 2.57 days on average in October 2026 [1].
  • An average (the total time divided by the number of claims) counts only claims that were actually settled.
  • A claim that is rejected, or never filed because the worker's records do not match, does not appear in this number at all.

  • Auto-settlement works only for members whose records are already clean

  • The ₹1,000 inoperative-account settlement is limited to accounts that are Aadhaar-verified and linked to a bank account [1].
  • Auto-settled claims rose from 89.52 lakh to 1.87 crore in one year [8]. This rise comes from members whose name, Aadhaar and bank details already match.
  • Workers with a spelling mismatch, an old employer who never updated records, or no seeded bank account still have to file and follow up themselves.
  • These are usually the poorest and most mobile workers, the same group 'compassion in governance' is meant to help [1].

  • How to use this in an answer

  • Speed is real progress. But a fair test of service quality needs three numbers together: average time, rejection rate, and the share of members whose KYC (Know Your Customer, the identity details linked to the account) is incomplete.
  • None of the official releases cited in this note gives the last two [1][8].

9. Fast Delivery, Small Pension: Speed Is Not Adequacy

  • EPS-95 pays a very small minimum amount
  • The minimum pension under EPS-95 is ₹1,000 a month. It was fixed in 2014 [15].
  • Prices have risen a lot since then, but this floor has not changed. So the real value of the minimum pension has gone down every year.
  • Settling a ₹1,000 pension in 2.57 days does not make it enough to live on.

  • Easy exits shrink the pension people end up with

  • EPS rules now allow withdrawal benefits after just one month of contributions [2].
  • This helps a worker who needs cash quickly.
  • But each withdrawal breaks the chain of service. A pension depends on years of unbroken contribution, so frequent early exits leave workers with a smaller pension, or none.
  • Faster advance claims, now auto-settled up to ₹5 lakh [9], push the same way: the easier withdrawal becomes, the less people save for old age.

  • Why this matters for GS-II

  • A social security system has two jobs: deliver money on time, and deliver enough money.
  • EPFO's recent reforms are mostly about the first job [1][9]. The second job, adequacy, is still open.

10. Why EPFO's Model Cannot Easily Reach Informal Workers

  • EPFO needs an employer and a payslip. Most Indian workers have neither.
  • EPF, EPS and EDLI are contributory schemes: both the employer and the worker pay in every month [4][6].
  • A street vendor, a farm labourer or a gig delivery worker has no fixed employer to deduct and deposit money.
  • So the Labour Secretary's call to reach unorganised workers 'at the last mile' [1] runs into a design limit, not just an outreach gap.

  • The Code on Social Security, 2020 is meant to fill this gap, but its status is unclear

  • The PRS summary places EPF, EPS and EDLI inside the Code [6].
  • The sources here do not confirm that it is fully in force. Until it is, the legal route to cover gig and platform workers stays incomplete.

  • The amnesty scheme has a hidden cost

  • The Employee Enrollment Scheme 2025 lets employers declare workers they never enrolled, for a penalty of only ₹100 [7].
  • This brings hidden workers into the system quickly. That is the benefit.
  • The cost: an employer who evaded the law pays almost nothing. An honest employer who paid all along gets no reward. This can teach firms that waiting for the next amnesty is cheaper than obeying the law.
  • Compare it with the strict uniform penal damages of 1% per month for late deposits [2]. Late payers are fined, but people who never enrolled at all get off lightly.

11. Is PM-VBRY Creating Jobs or Only Registering Them?

  • The strongest objection
  • PM-VBRY pays money when a new worker appears on EPFO's rolls [10].
  • EPFO data can show that a worker was registered. It cannot show whether the job is new, or an old informal job that has now been put on paper.
  • So the '70 lakh first-time employees formalised' [11] may partly count existing workers who were simply registered, not new jobs created.
  • Progress is also slow against the goal: about 70 lakh by June 2026 [11], against a target of more than 3.5 crore jobs by July 2027 [10].
  • Payments so far are small compared with the money set aside: ₹2,400 crore disbursed in June 2026 [11], out of an outlay of ₹99,446 crore [10].

  • What this objection gets right

  • Registration numbers alone cannot prove that new jobs were created. An aspirant should not write '70 lakh jobs created' as if it were proven.

  • Where it goes too far

  • Even if the job already existed, formalisation itself has value. The worker now gets EDLI insurance of ₹2.5–7 lakh [2], a pension account and a legal record of employment.
  • The scheme has some guards against gaming. Employers must hire at least 2 or 5 extra workers, depending on firm size, and keep them for 6 months [10]. Part A pays its second instalment only after 12 months [10][12].

  • Balanced conclusion

  • PM-VBRY is clearly working as a formalisation scheme. Whether it is also a job-creation scheme needs evidence from outside EPFO, such as an independent evaluation. The releases cited here mention none.

12. EPFO's Earlier Technology Failure, and What It Teaches

  • This is not EPFO's first big technology push
  • In 2006 the CAG (Comptroller and Auditor General, India's top government auditor) examined EPFO's Computerised Employees' Pension System [14].
  • It found deficiencies in how the system was designed. The software had not stabilised even ten years after it started [14].

  • Why this matters for CITES 2.01

  • CITES 2.01 is now presented as the reason settlement takes 2.57 days [1].
  • The 2006 audit shows that launching a system and making it reliable are two different things.
  • Today's figures come from EPFO's own releases [1][8]. No independent audit of CITES 2.01 is cited in this note.

  • The lesson

  • Claims about technology should be checked by someone outside the organisation, as the CAG did in 2006 [14], not only reported in press releases.

13. What Should Happen Next, and Who Should Do It

  • EPFO should publish rejection rates along with speed
  • Monthly releases already report average settlement time [1].
  • Adding the claim rejection rate and the share of members with incomplete KYC would show who is being left behind.

  • EPFO should bring the IPPB doorstep model to KYC correction

  • The 238th CBT approved doorstep Digital Life Certificates through India Post Payments Bank, at ₹50 each, paid fully by EPFO [3].
  • The same postman network could help workers fix Aadhaar and bank mismatches at home. That would make more dormant accounts eligible for auto-settlement [1].

  • The CBT and the Labour Ministry should review the EPS minimum pension

  • The ₹1,000 floor dates from 2014 [15].
  • The CBT has changed pension rules before. For example, the 226th CBT restored normal pension 15 years after commutation (taking part of the pension as a lump sum in advance), helping about 6.3 lakh pensioners [5]. It has a precedent for acting on adequacy.

  • The CAG should audit CITES 2.01 independently

  • The 2006 CAG audit of EPFO's earlier pension software is the model to follow [14].

  • The Labour Ministry should commission an independent evaluation of PM-VBRY

  • This would separate new jobs from jobs that were only registered, before the scheme ends in July 2027 [10].

14. Anchors for Answers

  • Data: Average claim settlement time of 2.57 days in October 2026, a speed measure that leaves out rejections [1]
  • Data: Auto-settled claims rose from 89.52 lakh (FY 2023-24) to 1.87 crore (FY 2024-25) [8]
  • Data: EPS-95 minimum pension of ₹1,000 a month, unchanged since 2014 [15]
  • Data: PM-VBRY formalised more than 70 lakh first-time employees by June 2026, against a target of more than 3.5 crore jobs [11][10]
  • Report/Committee: CAG audit of EPFO's Computerised Employees' Pension System (Report No. 3 of 2006), which found it had not stabilised after ten years [14]

17. NCERT Concepts to Revise

  • Social security (Economy): EPFO's provident fund, pension and insurance schemes are India's core social security architecture for workers.
  • Provident fund (Economy): EPF is EPFO's main scheme; it holds the ₹32 lakh crore corpus and the claims being settled.
  • Pension (Economy): EPS-95 pensions, their ₹1,000 minimum and commutation rules are central to the adequacy debate.
  • Formalisation of the economy (Economy): PM-VBRY and the Enrollment Scheme bring workers onto EPFO rolls, the formalisation the note questions.
  • Universal social security (Economy): The note argues universal coverage needs informal, gig and platform workers, which EPFO's employer-based model struggles to reach.
  • e-Governance (Polity): CITES 2.01, WhatsApp service and auto-settlement are technology-driven service delivery, with limits like KYC gaps.

18. Common Errors / Trap Areas

  • Chairman vs head: the Labour Minister chairs the CBT, while the Central Provident Fund Commissioner runs EPFO. Do not mix up the two [1].
  • Legal basis of EPS: Section 6A of the 1952 Act, and the scheme is dated 1995 (19.11.1995). It was not created by a separate Act [4].
  • Foundation Day numbering: the 73rd was in 2025 [7] and the 74th in 2026 [1].
  • PM-VBRY vs ELI: ELI was the Budget 2024-25 announcement, and PM-VBRY is the scheme that came into force on 1 Aug 2025 [10]. Some releases give the Part A instalment as ₹7,500; the better-supported figure is a ₹15,000 total in two instalments [10][12].
  • Auto-settlement thresholds: ₹1,000 applies to inoperative accounts [1], while ₹5 lakh applies to advance claims [9].
