UPSC Prelims 2022 Q1: Rapid Financing Instrument & Rapid Credit Facility

"Rapid Financing Instrument" and "Rapid Credit Facility" are related to the provisions of lending by which one of the following?

  1. Asian Development Bank
  2. International Monetary Fund
  3. United Nations Environment Programme Finance Initiative
  4. World Bank

Answer: (b) International Monetary Fund

Statement-wise explanation

  • a: incorrect — The Asian Development Bank is a regional development bank for Asia and the Pacific. It lends for projects and policy reforms. The Rapid Financing Instrument and the Rapid Credit Facility are not ADB windows; both appear in the IMF's own list of lending facilities.
  • b: correct — Both are IMF emergency lending facilities for members with an urgent balance of payments need. The Rapid Financing Instrument is open to any IMF member. The Rapid Credit Facility is the concessional version for low-income countries eligible for the Poverty Reduction and Growth Trust (PRGT). Neither requires a full IMF programme with prior conditions.
  • c: incorrect — UNEP Finance Initiative is a partnership between UNEP and banks, insurers and investors that promotes sustainable finance. It does not lend money to countries. It has no balance of payments facilities like these two.
  • d: incorrect — The World Bank funds long-term development projects and reforms through IBRD and IDA. It does not offer short-term balance of payments support. Its crisis tools carry different names, such as the Crisis Response Window and Development Policy Financing.

How to eliminate

This question is largely a matter of knowing the fact, but one clue helps. 'Rapid' financing, with no full programme attached, points to short-term balance of payments emergencies. That job belongs to the IMF, not to development lenders like the World Bank or ADB, which fund long-term projects. UNEP FI can be ruled out on basic knowledge, because it is a voluntary network of private financial firms and does not lend to countries. Fact to remember: RFI and RCF are IMF emergency windows. RFI is for all members on non-concessional terms. RCF is for PRGT-eligible low-income countries on concessional terms.

IMF emergency financing: RFI and RCF

The IMF lends to members facing balance of payments (BoP) problems. Most IMF loans, such as Stand-By Arrangements or the Extended Fund Facility, come with a full economic programme. For urgent needs where such a programme is not needed or not feasible, the IMF has two rapid windows.

Feature Rapid Financing Instrument (RFI) Rapid Credit Facility (RCF)
Who can use it Any IMF member with an urgent BoP need PRGT-eligible low-income countries
Terms Non-concessional, same terms as the FCL, PLL and SBA Concessional; interest currently zero
Repayment Within 3¼–5 years 5½-year grace period, 10-year final maturity
Regular access Up to 50% of quota a year, 100% cumulative Up to 50% of quota a year, 100% cumulative
Large natural disaster window 80% a year, 133.33% cumulative (damage ≥ 20% of GDP) 80% a year, 183.33% cumulative
Funded from General Resources Account Poverty Reduction and Growth Trust

Key ideas

  • Quota is each member's subscription to the IMF. It sets how much the member can borrow.
  • No ex-ante conditionality. Disbursement is quick. The country only commits to policies that address the underlying BoP problem.
  • PRGT is the IMF's concessional trust for low-income countries. It also runs the Extended Credit Facility and the Standby Credit Facility.
  • A temporary Food Shock Window under both facilities was opened after the 2022 food price spike. It expired in end-March 2024.

Do not confuse with: the World Bank (IBRD/IDA project lending), the ADB (regional development lending), or the IMF's Resilience and Sustainability Trust (longer-term climate and pandemic resilience).

In the news

In early 2022, during its foreign-exchange crisis, Sri Lanka sought IMF emergency help, reportedly including a Rapid Financing Instrument. In April 2022 India's Finance Minister urged the IMF to give Sri Lanka urgent financial assistance. Since 2020 the IMF had also used the RFI and RCF heavily for COVID-19 emergency loans, so the names were often in the news.

NCERT Concepts to Revise

  • International Monetary Fund: The question asks which institution runs these two lending windows, so you need to know the IMF's mandate and how it lends.
  • Bretton Woods system: The Bretton Woods system explains why one twin institution handles balance of payments support and the other handles development lending.
  • Bretton Woods Conference: The 1944 conference created both the IMF and the World Bank, two of the options you must tell apart.
