UPSC Prelims 2023 Q28: Intangible Investments — Explained
Consider the investments in the following assets:
1. Brand recognition
2. Inventory
3. Intellectual property
4. Mailing list of clients
How many of the above are considered intangible investments?
- Only one
- Only two
- Only three
- All four
Answer: (c) Only three
Statement-wise explanation
- 1: correct — Brand recognition has no physical form. It earns value through customer loyalty and higher prices. WIPO lists brands among intangible assets, next to R&D, intellectual property, software, databases, organisational assets and skills. Spending on advertising and marketing to build a brand is counted as intangible investment.
- 2: incorrect — Inventory is physical stock: raw materials, work-in-progress and finished goods held for production or sale. It sits on the balance sheet as a tangible current asset, under its own accounting standard (Ind AS 2 / IAS 2), not the standard for intangible assets. Building up inventory is investment in physical goods, so this is the one tangible item in the list.
- 3: correct — Intellectual property means patents, trademarks, copyrights, designs and trade secrets. These are legal rights over creations of the mind, not physical objects. WIPO defines intangible assets as assets that 'lack physical substance yet have the potential to generate economic value', and names IP rights first.
- 4: correct — A mailing list of clients is a customer database. Its value lies in the information and relationships it holds, not in paper or storage media. The accounting standard for intangible assets (IAS 38 / Ind AS 38) names customer lists explicitly, alongside brands, mastheads and publishing titles. Data and databases also fall in the 'computerised information' class of intangible investment.
How to eliminate
Use one test on each item: can you touch it, and does its value come from that physical form? Inventory clearly passes. Goods in a warehouse are physical, so you can rule it out with basic knowledge, and the answer cannot be 'All four'. Brand recognition and intellectual property are textbook intangibles. That leaves the mailing list as the only real doubt. Ask what the firm is actually paying for. It is the names and contact data, which is information, not the paper it is printed on. That makes three, and the question can be solved without memorising any figure. Fact to remember: customer lists and databases are intangible assets (named in IAS 38 / Ind AS 38). Inventory is a tangible current asset.

Tangible vs intangible assets
A tangible asset has physical form: land, buildings, machinery, vehicles, inventory, cash. An intangible asset has no physical form but still produces future economic benefit. Under accounting rules (IAS 38 / Ind AS 38), it must also be identifiable and controlled by the firm.
Economists (Corrado–Hulten–Sichel framework, used by WIPO and the OECD) group intangible investment into three classes:
| Class | Examples |
|---|---|
| Computerised information | Software, databases, customer data |
| Innovative property | R&D, patents, designs, copyrights, films and music originals, mineral exploration |
| Economic competencies | Brand equity (advertising, market research), firm-specific training, organisational know-how |
Why it matters
- WIPO's Global Innovation Index 2022 put the value of corporate intangible assets worldwide at about USD 74 trillion in 2021. That is up more than 25% since 2019 and up from roughly USD 6 trillion in 1996.
- The GII now scores countries on intangible asset intensity and global brand value, so these terms appear in India's rankings.
- National accounts count only part of intangible spending (software, R&D, mineral exploration, artistic originals) as investment (gross fixed capital formation). Brand-building and training are mostly still treated as current expenses.
Accounting traps
- A brand or customer list that a firm buys (for example, in an acquisition) can be recorded on the balance sheet. A brand or customer list built in-house cannot, because its cost cannot be separated from the general cost of running the business. Either way, it is still an intangible asset economically.
- Goodwill is intangible, but it is not identifiable on its own, so it is accounted for separately.
- Inventory, receivables and cash have no 'brand' or 'idea' value, but they are tangible or financial assets, not intangibles.
In the news
WIPO's Global Innovation Index 2022 (September 2022) introduced new data on corporate intangible assets, valued at USD 74 trillion. It also ranked countries on intangible asset intensity, and India climbed to 40th overall that year. The concept itself is static economics.
NCERT Concepts to Revise
- Intellectual property rights: Statement 3 asks about intellectual property; the IPR entry explains what kind of 'creation' it protects.
- Trademark: Brand recognition in Statement 1 is legally protected through trademarks; see what a trademark actually covers.
- Patent: Patents are the classic form of intellectual property and help you place Statement 3 in the asset classification.
- Copyright: Copyright is another IP form; it helps clarify the line between an idea-based asset and a physical one.
