UNOPS S3i Initiative: Focus Sectors Explained | UPSC Prelims 2023

Consider the following infrastructure sectors:

1. Affordable housing

2. Mass rapid transport

3. Health care

4. Renewable energy

On how many of the above does UNOPS Sustainable Investments in Infrastructure and Innovation (S3i) initiative focus for its investments?

  1. Only one
  2. Only two
  3. Only three
  4. All four

Answer: (c) Only three

Statement-wise explanation

  • 1: correct — Affordable housing is one of the three focus areas of UNOPS S3i. The UNOPS report to its Executive Board (DP/OPS/2022/2) says S3i focuses on affordable housing, renewable energy and health infrastructure. S3i put money directly into pilot housing projects from UNOPS reserves.
  • 2: incorrect — Mass rapid transport (metro, rapid bus and similar urban transit) is not an S3i focus area. UNOPS documents name only three sectors: affordable housing, renewable energy and health infrastructure. Transport was not among them.
  • 3: correct — Health infrastructure is the third S3i focus area. It covers hospitals and other health facilities. Most of S3i's actual pilot investments went into housing and renewable energy, but health was a declared focus sector.
  • 4: correct — Renewable energy is an S3i focus area. Its best-known deal was in India: S3i, Denmark's IFU and ACME signed an agreement to invest in a 250 MW solar park in Rajasthan.

How to eliminate

Basic knowledge gets you only part of the way. S3i is built around the Sustainable Development Goals, so renewable energy (SDG 7), health (SDG 3) and affordable housing (SDG 11) all look plausible. That rules out 'Only one' and makes 'Only two' unlikely. The hard choice is between three and four, and only the fact settles it. Mass rapid transport is the odd one out. It is a large public-sector project that usually needs sovereign finance. S3i, by contrast, made small minority investments from UNOPS's own reserves in projects that could earn a return. Fact to remember: S3i had three focus areas, Housing, Energy and Health. Transport was not one of them.

Know more

UNOPS (United Nations Office for Project Services) is the UN body that implements infrastructure, procurement and project management for governments, donors and other UN agencies. It began in 1973 as part of UNDP and became a separate entity in 1995. Its headquarters are in Copenhagen. It is self-financing: it earns fees on the projects it runs and has no assessed or core contributions. It shares an Executive Board with UNDP and UNFPA.

S3i (Sustainable Investments in Infrastructure and Innovation) was set up to use part of UNOPS's operational reserves as seed capital. The aim was to draw private finance into SDG-linked infrastructure in developing countries. UNOPS formally launched it in March 2020.

Feature S3i
Parent body UNOPS
Funding Seed capital from UNOPS operational reserves
Focus areas Affordable housing, renewable energy, health infrastructure
Role Minority investor; deal structuring, ESG impact management, permits, procurement
India link 250 MW solar park in Rajasthan with IFU and ACME
Status Investments suspended in 2022; Executive Board decided in February 2023 to phase it out

Why it collapsed: In 2022, audits and investigations found management failures in S3i's investment decisions. The Executive Board ordered all S3i investments that were not yet committed to be frozen, and S3i reserves were moved back into the operational reserve. UNOPS's Executive Director resigned in May 2022. The UN Office of Legal Affairs later led efforts to recover the money.

Exam link: UNOPS is often confused with UNDP and UNOPS-type bodies. Remember: UNDP is the development agency, while UNOPS executes projects and earns fees for doing so.

In the news

In 2022, S3i was in the news over a governance scandal. Audits found mismanaged investments, the UNOPS Executive Director resigned, and S3i investments were frozen. In February 2023, a few months before Prelims, the UNOPS Executive Board decided to phase out the initiative.

NCERT Concepts to Revise

  • Social infrastructure: Housing and health care are social infrastructure, while energy and transit are economic infrastructure. This split helps you weigh which sectors fit an SDG impact fund.
