UPSC Prelims 2025 Q35: Nature Solutions Finance Hub — Explained
Which one of the following launched the 'Nature Solutions Finance Hub for Asia and the Pacific'?
- The Asian Development Bank (ADB)
- The Asian Infrastructure Investment Bank (AIIB)
- The New Development Bank (NDB)
- The International Bank for Reconstruction and Development (IBRD)
Answer: (a) The Asian Development Bank (ADB)
Statement-wise explanation
- a: correct — The Asian Development Bank launched the Nature Solutions Finance Hub for Asia and the Pacific at COP28 in Dubai in December 2023. The hub aims to draw at least $2 billion into investment programmes that build in nature-based solutions, with a focus on capital markets and private money. Early partners included the OPEC Fund for International Development and France's Agence Française de Développement. ADB set it up because nature loss threatens about two-thirds of the region's GDP.
- b: incorrect — The Asian Infrastructure Investment Bank is a China-led lender headquartered in Beijing. It began operations in January 2016, and India is a founding member and its second-largest shareholder. AIIB funds infrastructure, including green infrastructure, but it did not launch this hub. The word 'Asia' in its name makes it a deliberate distractor.
- c: incorrect — The New Development Bank was set up by the BRICS countries: Brazil, Russia, India, China and South Africa. It is headquartered in Shanghai, and India is a founding member. Its mandate is global, not Asia-Pacific specific, and the hub is not its initiative.
- d: incorrect — The International Bank for Reconstruction and Development was created at Bretton Woods in 1944. It is the original lending arm of the World Bank Group and is based in Washington, D.C. It works worldwide, and the Asia-Pacific nature finance hub was launched by ADB, not by the World Bank.
How to eliminate
This is a pure current-affairs fact, so you need to know it. One clue helps narrow it down. The hub's name is limited to 'Asia and the Pacific', which is the exact phrase in ADB's regional mandate and in the name of its UN parent body, ESCAP. NDB (BRICS, global) and IBRD (worldwide) do not use a regional label. That leaves ADB and AIIB, the two 'Asian' banks. AIIB describes itself as an infrastructure bank, while ADB has long run regional climate and nature funds and launches initiatives at COP meetings. Fact to remember: ADB launched this hub at COP28 (December 2023) with a $2 billion target.

Multilateral development banks (MDBs) and nature finance
MDBs are banks owned by several governments. They lend for development and increasingly for climate and nature. UPSC often asks which bank launched a fund, where it is based, or what India's role is.
| Bank | Set up | HQ | Who owns it / scope | India's role |
|---|---|---|---|---|
| ADB | 1966 | Manila | 69 members, 50 from Asia-Pacific | Founding member, major borrower |
| AIIB | Operations 2016 | Beijing | China-led, infrastructure focus | Founding member, 2nd-largest shareholder |
| NDB | Operations 2015 | Shanghai | BRICS-founded, global | Founding member |
| IBRD | 1944 (Bretton Woods) | Washington, D.C. | World Bank Group lending arm, worldwide | Founding member |
What the Nature Solutions Finance Hub does
- Upstream: builds awareness, policy and capacity so that countries can prepare nature-based projects.
- Downstream: structures finance through nature bonds, guarantees, blended finance and bank lending to bring in private capital.
- Target: at least $2 billion, with about $1 billion of de-risking funds under discussion with development partners at launch.
Nature-based solutions (NbS) protect, restore or sustainably manage ecosystems to tackle problems such as floods, heat or water stress. Examples are mangrove belts instead of seawalls, and wetland restoration. Forests, land ecosystems and oceans absorb about 55% of human CO2 emissions, so investing in nature also counts as climate action.
In India, the National Mission for Clean Ganga has started NbS pilots for river rejuvenation, which shows the idea moving into domestic policy.
In the news
ADB launched the hub at COP28 in Dubai in December 2023, during a wider push by MDBs on nature and climate finance. COP announcements by development banks are regular material for UPSC current-affairs questions.
NCERT Concepts to Revise
- Nature-based solutions: The hub exists to channel money into nature-based solutions, so knowing what NbS means explains its name and purpose.
