UPSC Prelims 2026 Q93: M1xchange, TReDS and MSME Financing Explained
Which of the following statements about M1xchange's role in Micro, Small & Medium Enterprises (MSMEs) financing is/are correct?
1. M1xchange provides collateral based loans to MSMEs.
2. M1xchange facilitates discounting of invoices and Bills of Exchange for MSMEs.
3. M1xchange functions as a credit rating agency for MSMEs.
- 1, 2 and 3
- 2 only
- 2 and 3 only
- 1 only
Answer: (b) 2 only
Statement-wise explanation
- 1: incorrect — M1xchange does not lend at all. It is a TReDS platform run by Mynd Solutions Pvt Ltd, and the money comes from the banks, NBFC-Factors and other RBI-approved financiers registered on it, who bid to discount invoices. Finance on TReDS is also collateral-free: the buyer's accepted invoice is the basis of the finance, not a pledged asset. The RBI FAQ adds that TReDS deals are 'without recourse' to the MSME seller.
- 2: correct — This is exactly what a TReDS platform does. RBI describes TReDS as an electronic platform for financing and discounting the trade receivables of MSMEs through multiple financiers. The documents traded are invoices or bills of exchange, standardised as 'Factoring Units'. M1xchange is one of the RBI-authorised TReDS platforms, alongside RXIL, Invoicemart (A.TReDS), C2treds and DTX.
- 3: incorrect — Credit rating agencies in India must register with SEBI under the SEBI (Credit Rating Agencies) Regulations, 1999. Examples are CRISIL, ICRA, CARE, India Ratings, Acuité and Infomerics. M1xchange is a payment system authorised by RBI under the Payment and Settlement Systems Act, 2007, not a SEBI-registered rating agency. On TReDS, financiers price the deal mainly on the large buyer's credit, not on a rating the platform gives the MSME.
How to eliminate
The word 'exchange' in the name is a strong clue. An exchange is a marketplace where others trade. It does not lend its own money or give ratings. That points to Statement 2 and against Statements 1 and 3. Statement 1 also clashes with the basic logic of invoice discounting. The receivable itself is what gets financed, so physical collateral is not the model. Once Statement 1 is out, options (a) and (d) are gone. You are left choosing between 'only 2' and '2 and 3'. To settle that, remember one fact: credit rating agencies are SEBI-registered bodies like CRISIL, ICRA and CARE, and M1xchange is an RBI-authorised TReDS platform. With that fact, the question solves itself. Without it, the 'exchange' clue is the best available hint.

Trade Receivables Discounting System (TReDS)
MSMEs often supply goods to large buyers and then wait 60–120 days to be paid. TReDS turns that unpaid invoice into cash.
How it works
- The MSME uploads an invoice or bill of exchange. The buyer accepts it, and it becomes a Factoring Unit.
- Banks, NBFC-Factors and other approved financiers bid online. The lowest discount rate wins.
- The MSME gets paid right away, minus the discount. The financier collects the full amount from the buyer on the due date.
- The deal is without recourse to the MSME. If the buyer defaults, the financier bears the loss.
Both factoring (started by the seller) and reverse factoring (started by the buyer) are allowed.
Regulatory frame
- RBI issued guidelines in December 2014. Platforms are authorised under the Payment and Settlement Systems Act, 2007.
- Only MSMEs can be sellers. Buyers include corporates, government departments and PSUs.
- Platforms: RXIL (SIDBI–NSE), Invoicemart (A.TReDS), M1xchange (Mynd Solutions), C2treds, DTX.
Who does what
| Entity | Role | Regulator |
|---|---|---|
| TReDS platform (e.g., M1xchange) | Marketplace for discounting invoices; no lending | RBI (PSS Act, 2007) |
| Bank / NBFC-Factor | Puts up the money, bears buyer risk | RBI |
| Credit rating agency (CRISIL, ICRA, CARE) | Rates debt and borrowers | SEBI |
| CGTMSE | Guarantees collateral-free MSME credit | Ministry of MSME / SIDBI |
Budget 2026-27 push. The Budget announced four TReDS measures. CPSEs must settle all MSME purchases through TReDS. CGTMSE will give a credit guarantee for invoice discounting on TReDS. GeM will be linked with TReDS. TReDS receivables can be sold as asset-backed securities, which builds a secondary market. The Budget speech noted that TReDS has already made more than ₹7 lakh crore available to MSMEs.
In the news
The Union Budget 2026-27 (1 February 2026) announced four measures to strengthen TReDS: a CPSE settlement mandate, a CGTMSE guarantee, GeM linkage, and TReDS receivables as asset-backed securities. That put TReDS platforms like M1xchange in the news ahead of Prelims 2026.
NCERT Concepts to Revise
- Trade Receivables Discounting System: M1xchange is one of the TReDS platforms, so knowing what TReDS does and does not do decides every statement.
- Factoring: Invoice discounting on TReDS is a form of factoring, which helps separate it from secured lending.
- Bank rate: Explains what 'rediscounting bills of exchange' means, the same mechanism named in Statement 2.
