Brain circulation

Meaning
Brain circulation is the two-way movement of skilled workers between countries. Emigrants return home, or keep working with people at home from abroad, and send back knowledge, investment and business networks. It treats the movement of talent as a flow that can benefit both countries, not a one-way loss. It matters for India because the country has a large, highly skilled diaspora (people of Indian origin living abroad).
Example
AnnaLee Saxenian studied the Bengaluru–Silicon Valley link. Indian engineers who worked in Silicon Valley later set up or funded firms in Bengaluru, or connected Indian companies with US clients. Knowledge and capital thus moved in both directions.
Don't confuse with
- Brain drain: brain drain is a one-way outflow of skilled people that depletes the home country's human capital. HDR 2001 estimated that India loses about US$2 bn a year from IT professionals emigrating to the US.
- Brain gain: brain gain is only the inflow of skilled people. Brain circulation is movement in both directions.
