Meaning

A non-worker is a Census category. It is a person who did no economic work at all in the reference year. It covers students, homemakers, dependants, pensioners and beggars. Homemakers are counted as non-workers even though they do a lot of unpaid domestic work, so this category hides women's invisible work.

Example

A college student who studied all year and did no paid or family-enterprise work is a non-worker. A retired teacher living on a pension is also a non-worker.

Don't confuse with

  • Marginal worker: did some economic work, even if for less than 183 days.
  • Unemployed: a survey term for people who are not working but are seeking or available for work. A non-worker may or may not be looking for work.
