Meaning
One nation one market is the goal of removing barriers between states and between markets, so that a farmer can sell produce to a buyer anywhere in India. Today, trade is often limited by state APMC laws, separate licences in each state and local market fees. A unified national market means more buyers and more competition, so farmers should get better prices. Progress is slow because agriculture and markets are State List subjects. The Centre can only offer model laws and incentives.
Example
e-NAM (launched 14 April 2016, run by SFAC) links about 1,400-1,500 mandis on one electronic portal. It allows bidding between mandis and between states. Most e-NAM trade is still within a single mandi. Weak quality testing, weak logistics and states' reluctance to issue unified licences hold it back.
