Meaning

Gold-collar workers are the top professionals of the quinary sector. This is the highest level of services, where people make big decisions and policies. These workers have rare skills and are very highly paid. They include senior business executives, government officials, research scientists, and financial and legal consultants. They are few in number, but their importance in the economy far exceeds their numbers. Their decisions shape what many other workers do.
