Topic: The National Movement: Gandhian Era · NCERT: Class 12, Ch 3 "Mahatma Gandhi and the Nationalist Movement"

Meaning

Louis Fischer was an American journalist who wrote a well-known life of Gandhi, The Life of Mahatma Gandhi. NCERT quotes him to explain why the Non-Cooperation Movement mattered. In his view, non-cooperation was more than a protest. It also trained Indians to rule themselves.

Example

Fischer wrote that "non-cooperation became the name of an epoch" in the life of India and of Gandhi. He said it was "negative enough to be peaceful but positive enough to be effective". It meant self-denial and self-discipline, and it was "training for self-rule". He was speaking of the movement of 1920–22, when students, lawyers and others left British institutions.
