Meaning
The Central Adoption Resource Authority (CARA) is a statutory body, meaning a body created by an Act of Parliament. It comes under the Juvenile Justice (Care and Protection of Children) Act 2015 and works under the Ministry of Women and Child Development. It regulates adoption within India and adoption across countries. It is also India's central authority under the Hague Adoption Convention, an international treaty on adoption between countries.
Example
A couple in India, or abroad, who want to adopt a child must register through CARA's system. After the 2021 amendment to the JJ Act, District Magistrates, not courts, issue the final adoption orders.
