Democratic citizenship as a project

Meaning
This is NCERT's view that equal citizenship is an ideal still being worked towards, not a finished fact. A constitution can promise equal rights, but some groups still do not enjoy them fully in practice. New claims to full membership keep coming from women, dalits and people displaced by development projects. Citizenship therefore grows through these struggles over time.
Example
Tribal people displaced by dams on the Narmada have demanded land, livelihood and a say in decisions about them. Their demands are claims to full and equal citizenship.
