Deputy Chief Minister
Topic: State Government: Governor, Chief Minister, State Legislature and Union Territories · NCERT: Beyond NCERT
Meaning
The Deputy Chief Minister is a title that the Constitution does not mention. States give it to a senior minister, often for political reasons such as keeping a coalition partner happy. In 2024 the Supreme Court held that the post is not unconstitutional. It said the holder is legally just a minister. The title brings no extra constitutional powers.
Example
In a coalition government, the leader of the second-largest party is often made Deputy CM. That person takes the same oath as other ministers and has the same legal position as any other minister. The higher title is a sign of political status, not of extra power.
Don't confuse with
- Chief Minister: The CM post comes from Art. 164. The CM heads the council of ministers and advises the Governor on choosing ministers. A Deputy CM has no such role in the Constitution.
