Tribal welfare minister
Also called: Article 164(1) · Topic: State Government: Governor, Chief Minister, State Legislature and Union Territories · NCERT: Beyond NCERT
Meaning
Under the proviso to Article 164(1), four states must have a minister in charge of tribal welfare: Chhattisgarh, Jharkhand, Madhya Pradesh and Odisha. A proviso is an extra clause that adds a condition to an article. This minister may also look after Scheduled Castes, backward classes or other work. The rule ensures that states with a large tribal population have a minister responsible for tribal people.
Example
The original list included Bihar, Madhya Pradesh and Odisha. When Jharkhand and Chhattisgarh became separate states, most tribal areas went with them. The 94th Amendment (2006) therefore removed Bihar and added Chhattisgarh and Jharkhand.
Don't confuse with
- The old list with Bihar: "Bihar must have a tribal welfare minister" is false after the 94th Amendment (2006).
