Good Governance Index

Polity & Governance glossary

Also called: GGI · Topic: Transparency, Accountability and e-Governance · NCERT: Beyond NCERT

Meaning

The Good Governance Index (GGI) ranks Indian states and UTs on how well they are governed. It is prepared by the Department of Administrative Reforms and Public Grievances (DARPG). Editions came out in 2019 and 2021. It measures performance across ten sectors, such as agriculture, public health, public infrastructure, judicial and public security, and citizen-centric governance. It matters because it lets states compare themselves and see where they lag.

Example

In the 2021 GGI, Gujarat, Maharashtra and Goa were the top states. Critics say such indices can suffer from data gaps, and governments may chase the rankings.

Don't confuse with

  • NeSDA: this is also by DARPG, but it rates only e-service delivery, not governance as a whole.
  • Worldwide Governance Indicators (WGI): this is the World Bank's measure. It compares countries, not Indian states.
