Jan Soochna Portal
Topic: Transparency, Accountability and e-Governance · NCERT: Beyond NCERT
Meaning
The Jan Soochna Portal is Rajasthan's public information website, launched in 2019. It publishes data on government schemes, beneficiaries and services, so people can see it without filing RTI applications. It is the model for proactive disclosure under Section 4(1)(b) of the RTI Act. That section requires every public authority to publish 17 categories of information on its own. This matters because compliance with Section 4 across India is weak.
Example
A villager in Rajasthan can check on the portal whether their name is on a scheme's list of beneficiaries and what benefit has been given. They do not need to file an RTI request or visit an office.
Don't confuse with
- An RTI application: here a citizen must ask for information. Under proactive disclosure, the government publishes the information before anyone asks.
