Joint State Public Service Commission
Also called: JSPSC · Topic: Constitutional Bodies: UPSC, CAG, Finance Commission and Others · NCERT: Beyond NCERT
Meaning
A Joint State Public Service Commission (JSPSC) is one commission shared by two or more states. Article 315 allows it. The legislatures of the states concerned must first pass resolutions asking for it. Parliament then creates it by law. The President appoints its chairman and members, and it reports to the Governor of each state it serves. Members serve for six years or until age 62. This lets small states share one recruitment body instead of each running its own.
Example
Suppose two small neighbouring states both pass resolutions in their legislatures. Parliament can then pass a law setting up one joint commission to recruit civil servants for both.
Don't confuse with
- State Public Service Commission: the Constitution itself provides one for each state. It does not need a law of Parliament, and the Governor appoints its members, not the President.
- UPSC serving a state (Art. 315(4)): there is no new body here. The UPSC does a state's work if the Governor asks and the President agrees.
