Topic: Transparency, Accountability and e-Governance · NCERT: Beyond NCERT
Meaning
The Justice B.N. Srikrishna Committee was an expert committee that worked in 2017-18 on a data protection law for India. It was formed after Puttaswamy (2017), where the Supreme Court recognised the right to privacy as a fundamental right. The committee drafted the Personal Data Protection (PDP) Bill 2018. That draft began the process that later produced the DPDP Act 2023.
Example
After the committee's 2018 draft, the government brought the PDP Bill 2019. It went to a Joint Parliamentary Committee (JPC) and was withdrawn in August 2022. A new law, the Digital Personal Data Protection Act, got assent on 11 August 2023.
Don't confuse with
- Data Protection Board of India: this is the body set up under the DPDP Act 2023. It inquires into breaches and imposes penalties. The Srikrishna Committee only drafted a bill and had no power to enforce anything.
