Topic: Challenges to and Restoration of the Congress System · NCERT: Class 12, Ch 5 "Challenges to and Restoration of the Congress System"

Meaning

The Kamaraj Plan was a proposal made by Congress leader K. Kamaraj in August 1963. Senior Congress leaders would give up their government posts. They would work for the party organisation and make way for younger workers. In practice the plan made the party bosses (the organisation leaders) stronger than the ministers.

Example

Under the plan, six Union ministers resigned, including Morarji Desai, Lal Bahadur Shastri, Jagjivan Ram and S.K. Patil. Six chief ministers also resigned, and Kamaraj himself was one of them.

Don't confuse with

  • Syndicate: an informal group of powerful Congress organisation leaders led by Kamaraj. The Syndicate was a group of people. The Kamaraj Plan was the 1963 resignation scheme that helped make that group strong.
