Minimum government, maximum governance

Meaning

"Minimum government, maximum governance" is a governance slogan that has been prominent since 2014. It means government should play a smaller direct role and have fewer procedures, but deliver services better. This is to be done through technology, simpler rules and decentralisation, which means passing power down to local levels. The idea is to cut red tape without weakening the state's ability to serve people.

Example

Digital platforms reflect this idea. DigiLocker (2015) stores authentic documents online, and UMANG (2017) brings central, state and local services into a single app. Both reduce paperwork and the need to visit offices.

Don't confuse with

  • Good governance: this is the wider standard (participatory, transparent, accountable, rule of law). The slogan is one particular approach to reaching it.
