Meaning

A Mission Mode Project (MMP) is a single e-governance project with fixed goals, timelines and service levels. Service levels are measurable standards that the service must meet. MMPs were the building blocks of the National e-Governance Plan (NeGP), approved on 18 May 2006. There were 27 MMPs at first and 31 later. There are three kinds:

  • Central MMPs, such as passports, MCA21 and income tax.
  • State MMPs, such as land records and e-District.
  • Integrated MMPs, which cut across many departments, such as e-Courts and e-Procurement.

Example

Passport Seva (2010) was run as a public-private partnership (PPP). It is the usual success story among MMPs because it made passport services faster and easier to track.

Don't confuse with

  • e-Kranti (NeGP 2.0, 2015): the later plan, which expanded the list to 44 MMPs and made process redesign mandatory.
