National Commission for Safai Karamcharis
Also called: NCSK · Topic: Statutory, Regulatory and Quasi-judicial Bodies · NCERT: Beyond NCERT
Meaning
The National Commission for Safai Karamcharis (NCSK) looks after the welfare of sanitation workers (safai karamcharis). It was set up under a 1993 Act. That Act lapsed in 2004, so the NCSK has been a non-statutory body since then. The government keeps it going by extending it from time to time, and the current extension runs to 31 March 2028. It monitors the Manual Scavengers Act 2013.
Example
The NCSK monitors how the 2013 law banning manual scavenging is being carried out. In Balram Singh (2023), the Supreme Court raised the compensation for sewer deaths to ₹30 lakh. This is the kind of protection the NCSK keeps watch over.
Don't confuse with
- Statutory commissions such as the NCW or NCM: these get their authority from a law that is still in force. The NCSK has had no law behind it since 2004 and survives only on government extensions.
