Provincial Constitution Committee
Topic: Making of the Constitution: Constituent Assembly, Sources and Salient Features · NCERT: Beyond NCERT
Meaning
This was a Constituent Assembly committee chaired by Sardar Vallabhbhai Patel. It proposed how government should be organised in the provinces: the Governor, the council of ministers and the provincial legislature. The provinces later became the states of the Indian Union. Its work became the base for the state-level parts of the Constitution.
Example
The design of state government, with a Governor as head and ministers answerable to the state legislature, comes from this committee's work. It followed the parliamentary model and the Government of India Act 1935.
Don't confuse with
- Union Constitution Committee: chaired by Nehru, it designed the Union (central) government, meaning the President and Parliament, not the provinces.
- States Committee: chaired by Nehru, it dealt with the princely states, not the British-ruled provinces.
