Short duration discussion

Polity & Governance glossary

Also called: Rule 193 (Lok Sabha), Rule 176 (Rajya Sabha) · Topic: Parliamentary Procedure, Committees and Privileges · NCERT: Beyond NCERT

Meaning

A short duration discussion lets a House debate an urgent public matter for a limited time. It comes under Rule 193 in the Lok Sabha and Rule 176 in the Rajya Sabha, and is often called the "two-hour discussion". There is no formal motion (no proposal put to the House for decision), so the debate does not end in a vote. Members can raise concerns and the government replies, but the House does not record any decision.

Example

During a session, the opposition may want a debate on rising prices. If the government agrees to a discussion under Rule 193, members speak and the minister replies, but nobody votes. This is why the opposition often presses for a debate under Rule 184 instead, because that debate ends in a vote.

Don't confuse with

  • Discussion under Rule 184: it ends in a vote. A Rule 193 discussion does not.
  • Adjournment motion: it is allowed only in the Lok Sabha, needs the support of 50 members, ends in a vote and carries an element of censure (blame) on the government.
