Special provisions for Karnataka

Polity & Governance glossary

Also called: Article 371J · Topic: Special Provisions, Scheduled and Tribal Areas · NCERT: Beyond NCERT

Meaning

Article 371J was added by the 98th Amendment in 2012. It covers the Hyderabad-Karnataka region, which was renamed Kalyana-Karnataka in 2019. This region was among the least developed parts of the state. The article provides for a separate development board, a body that makes sure the region gets a fair share of development money. The Governor has a special responsibility for this board, meaning a duty the Governor carries personally. The article also allows local reservation, which saves seats in education and state jobs for people of the region. Its aim is fairness between regions of the same state.

Example

Under Article 371J, students and job-seekers from the Kalyana-Karnataka region get reserved seats and posts. The development board makes sure the region gets a fair share of funds.

Don't confuse with

  • Article 371 (Maharashtra and Gujarat): it also provides development boards, but it has no local reservation in education and jobs.
