Tribal Sub-Plan
Also called: Development Action Plan for Scheduled Tribes, DAPST · Topic: Safeguards for Vulnerable Sections: SCs, STs, OBCs, Minorities, Women and Children · NCERT: Beyond NCERT
Meaning
The Tribal Sub-Plan is a way of making sure development money reaches Scheduled Tribes. Funds are set aside for STs in line with their share of the population. It began in 1974-75. Today it runs as the Development Action Plan for STs (DAPST). Scheduled Castes have a similar plan.
Example
If STs form about 8.6% of the population (Census 2011), a matching share of development spending is meant to be earmarked for them. Unspent sub-plan funds are a common complaint about how well the plan works.
Don't confuse with
- Art. 275(1) grants: special grants from the Union to states for ST welfare, given directly under the Constitution. The Tribal Sub-Plan is a planning rule for setting aside funds across schemes.
