Xaxa Committee (2014)
Topic: Safeguards for Vulnerable Sections: SCs, STs, OBCs, Minorities, Women and Children · NCERT: Beyond NCERT
Meaning
The Xaxa Committee was a high-level committee headed by Virginius Xaxa. Its 2014 report studied the socio-economic, health and education status of Scheduled Tribes. It recorded land alienation (tribal land passing to outsiders), displacement, and gaps in health and education. It urged strict enforcement of PESA and the Forest Rights Act.
Example
The committee found that tribal people were often pushed off their land by projects and had poor health and schooling. It said existing protective laws had to be properly enforced.
Don't confuse with
- Lokur Committee (1965): it set the five tests for naming a community as an ST. The Xaxa Committee looked at how STs were actually doing.
