Meaning

The UN resolution on Kashmir (1948), also called UNSC Resolution 47, was passed by the UN Security Council on 21 April 1948. It set three steps, in order. First, Pakistan withdraws its nationals and the tribesmen. Second, India then slowly reduces its forces. Third, a free plebiscite (a public vote) is held. Because the first step was never carried out, no plebiscite was ever held.

Example

India took the Kashmir issue to the Security Council on 1 January 1948. The resolution came in April 1948. Pakistan did not withdraw its men, so the next steps, including the plebiscite, never happened.

Don't confuse with

  • Simla Agreement (1972): under it, India and Pakistan agreed to settle disputes bilaterally, meaning between the two of them only, without the UN or any other outsider.
