Aggregate rainfall statistics can conceal significant sub-national disparities. Discuss with reference to the 2026 Southwest Monsoon season.
The Long Period Average (LPA) of 87 cm, computed for the 1971-2020 base period, is a national mean against which the India Meteorological Department (IMD) classifies a season as normal or deficient [1]. Being an average over a subcontinent of highly varied rainfall regimes, it smooths out precisely the local shortfalls that determine agrarian distress — as the 2026 season demonstrated.
How aggregation masked reality in 2026
- Monthly averaging: July 2026 recorded rainfall 1% above LPA nationally, an apparently comfortable figure; yet 47% of districts remained deficient or large-deficient in the same month [3].
- Seasonal averaging: the cumulative figure of 12% below LPA (as on 2 August 2026) concealed a far sharper collapse in June — 35% below normal, with 70% of districts in deficit [3].
- Subdivisional spread: IMD's own updated forecast anticipated this unevenness, projecting near-normal rainfall over Northeast India (94-106% of LPA) but below-normal over Central & South Peninsular and Northwest India [2].
Why the concealment matters
- Agriculture: June is the Kharif sowing window; a deficit concentrated there is not offset by a wet July, though the seasonal average suggests recovery [3].
- Drought and relief administration: declaration and compensation operate at district level, so national means are administratively meaningless for targeting.
- Water security: reservoir and groundwater stress is basin-specific, unrelated to the all-India mean.
- Climatic driver: El Niño conditions, flagged by the Monsoon Mission Climate Forecast System, suppress rainfall regionally rather than uniformly [1].
Aggregate statistics remain indispensable for macro-forecasting, but they must be read alongside district- and subdivision-level disaggregation, as IMD's own weekly monitoring provides. Strengthening block-level rainfall reporting, linking it to Kharif contingency planning and reservoir bulletins, would convert forecasting skill into distributive equity — advancing SDG-2 on food security and SDG-13 on climate action, and ensuring that a "normal" monsoon on paper is also normal on the ground.
