With nearly half of India's net sown area rain-fed, the June–September monsoon remains the country's real finance minister. India has therefore built a layered forecasting architecture under the Ministry of Earth Sciences, whose predictive value is tested by seasons like 2026, forecast at 90% of the Long Period Average [2].
Institutional architecture
- India Meteorological Department (IMD), the nodal agency, has since 2003 issued a two-stage Long Range Forecast (LRF) — a first-stage forecast in April and an updated one by end-May [1].

Implications for agricultural planning
- Positive: advance seasonal signals allow contingency crop planning, seed and input positioning, reservoir regulation and drought preparedness before the sowing window opens.
- Regional forecasts help align cropping advisories with sub-regional risk rather than a single national number.
- Limitation — aggregation bias: July 2026 recorded rainfall marginally above LPA nationally, yet about 47% of districts remained deficient [3]; a healthy headline figure can mask block-level distress.
- Limitation — timing: June 2026's sharp deficit struck precisely during kharif sowing, and cumulative rainfall stood 12% below LPA by early August 2026 [3], showing that seasonal totals matter less than intra-seasonal distribution.
India's forecasting institutions have matured from statistical estimation to dynamical, ensemble-based prediction — a genuine scientific advance. The next step is translating skill at the national scale into block-level, sowing-calendar-linked advisories delivered to farmers, so that improved prediction converts into resilient livelihoods and food security.
