  1. ADMM-Plus within the Act East Policy
  2. Why the platform is non-aligned
  3. Limitations

The ASEAN Defence Ministers' Meeting (ADMM) is ASEAN's highest defence consultative mechanism. ADMM-Plus adds eight Dialogue Partners to it, among them India, the US, China and Russia [1]. For India, it is the defence arm of the Act East Policy. It gives India real non-aligned space, but that space has clear limits.

ADMM-Plus within the Act East Policy

  • Defence pillar: The Raksha Mantri called ADMM-Plus an essential component of Act East. He said it ensures India's initiatives reinforce, rather than compete with, ASEAN mechanisms [2].
  • Regional architecture: Along with the EAS, ARF and EAMF, it is expected to be a building block of an ASEAN-centred security architecture [3].
  • Economic stake: India-ASEAN goods trade was USD 120.87 bn in FY 2023-24 [3]. Much of it moves by sea, so secure sea lanes matter.

Why the platform is non-aligned

  • ASEAN Centrality: No great power sets the agenda. India formally backs ASEAN Centrality and the AOIP [4].
  • Rivals at one table: In a single visit, India holds bilateral meetings with the US, China and others [1]. It engages all of them without joining a bloc.
  • Principled, not partisan: India says its stress on UNCLOS and freedom of navigation is "not against any country" [2].
  • Functional leadership: India co-chairs the Experts' Working Group on Counter-Terrorism with Malaysia for 2024–27 [1][3].

Limitations

  • Consensus, non-binding outcomes: Decisions need consensus. China is a party to the South China Sea dispute and can slow progress [5].
  • Stalled Code of Conduct: The 2002 DOC was a non-binding declaration [5]. Over two decades later, India and ASEAN still sought an "early conclusion" of a COC [4]. India repeated the same demand in 2024 and 2025 [6][2].
  • Moral support, not partnership: India's careful wording gives limited backing to claimants such as the Philippines, the 2026 chair [1].
  • Talk over action: For hard security results, India relies on minilaterals such as the Quad.

ADMM-Plus gives India access, trust-building and leadership without alignment, which suits strategic autonomy under Act East. India should show concrete results from its counter-terrorism co-chairship before 2027. It should also use the 2023 Joint Statement on Maritime Cooperation to push for a COC that follows UNCLOS [4]. Combining ASEAN-centred dialogue with practical minilateral cooperation would help secure a free, open and rules-based Indo-Pacific.
