  1. Administrative decentralisation: real gains
  2. Why it is not political empowerment
  3. Turning districts into units of empowerment

Administrative decentralisation moves functions to officials closer to citizens. Political empowerment moves decision-making power to elected representatives. Ladakh has been a Union Territory without a legislature since 2019. It has gone from two to eight districts, with Sankoo announced on 16 October 2026 [2]. The case largely bears out the statement.

Administrative decentralisation: real gains

  • Doorstep delivery: The MHA said the new districts would take welfare benefits to people's doorsteps [1].
  • Terrain: Officials admitted that difficult, inaccessible terrain kept district administration from reaching the grassroots [1]. Smaller districts shorten the distance between remote high-altitude villages and officials.
  • Better targeting: More district headquarters mean closer monitoring of schemes, records and disaster response in scattered settlements.

Why it is not political empowerment

  • Accountability runs upward: District officers answer to the Lieutenant Governor, who answers to the MHA [2]. None of the new posts is elected.
  • Law-making is unchanged: Ladakh's safeguards, such as higher ST reservation and Bhoti and Purgi as official languages, came through executive action under Article 240 [4]. They were not legislated by Ladakh's own representatives, and the Centre can amend them on its own.
  • Hill councils may be diluted: The new districts are carved out of Leh and Kargil, the areas of the two LAHDCs, which are the only elected local bodies. If their jurisdiction is left unclear, their authority could weaken.
  • Wider trust deficit: Sankoo was announced a day after the MHA's 32-page Article 371(K) draft. The Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) rejected that draft [2], so the new district reads as administration offered in place of autonomy.
  • Unheeded advice: In 2019, the NCST (Art. 338A) recommended the Sixth Schedule for devolution and protection of land and culture. It estimated the tribal share of the population at above 97% [3].

Turning districts into units of empowerment

  • Link each district to an elected council with defined powers, on the Sixth Schedule pattern.
  • Write legislative, executive and financial powers, including land protection, into the text of the proposed Article 371(K).
  • Keep talks with LAB and KDA going through the High-Powered Committee [4].

New districts extend the reach of the state in Ladakh, but not the voice of its people. Pairing them with elected councils whose powers are written into the Constitution, as the NCST urged, would turn administrative convenience into real democratic devolution. That would fit the constitutional ideals of cooperative federalism and grassroots democracy.
