Discuss the ecological and economic value of urban wetlands and evaluate the effectiveness of India's National Lake Conservation Plan.
Urban wetlands — lakes, tanks and marshes inside city limits — occupy a tiny land footprint but deliver outsized ecological and economic returns. India's National Lake Conservation Plan (NLCP), launched in June 2001, recognised this value; its record, however, has been only partially effective.
Ecological value
- Carbon sink: inland freshwater wetlands and peatlands hold over 30% of global soil organic carbon while covering only about 6% of the land surface [1].
- Flood buffering and heat regulation: they absorb stormwater and moderate the urban heat island effect, functioning as natural climate infrastructure [2].
- Water quality and biodiversity: wetlands filter pollutants and shelter urban wildlife — a service lost when untreated sewage triggers eutrophication and biological death of the lake.
Economic value
- Avoided infrastructure cost: natural catchments substitute for costly drainage works; their loss underlies recurrent urban flooding in Chennai and Bengaluru.
- Groundwater recharge reduces municipal dependence on distant water transfers [2].
- Livelihoods and amenity: fisheries, tourism and recreation raise liveability and land values [2] — yet real-estate pressure treats catchments as "vacant land".
NLCP — achievements
- Approved in the Ninth Plan as a 100% centrally sponsored scheme targeting polluted urban and semi-urban lakes through an integrated ecosystem approach [3].
- Funded sewage interception and diversion, desilting and shoreline development in lakes across several states [3].
NLCP — limitations
- Funding shifted from 100% central to 70:30 sharing, straining state finances and slowing works [3].
- Overlap with the National Wetlands Conservation Programme forced merger into the National Plan for Conservation of Aquatic Ecosystems (NPCA) in 2013, revealing fragmented design [4].
- Engineering-led "quick fixes" without catchment land-use control, sustained O&M or municipal accountability — encroachment powers lie outside the scheme.
Thus urban wetlands are ecological assets and economic infrastructure, while NLCP treated symptoms more than causes. Convergence of NPCA with the Wetlands (Conservation and Management) Rules, 2017 [5], ward-level accountability and catchment-wide land-use protection can convert restoration into resilience, advancing SDG 6 and SDG 11.
