The decisive threat is not water use but land — unplanned outward growth and a land-value premium that makes a lakebed worth more dry than wet — though pollution and weak enforcement magnify it.

Encroachment is thus a planning and incentive failure, not merely a pollution problem. Treating lakes as ecological infrastructure — through ground-truthed boundary demarcation under the 2017 Rules, catchment-level master plans, and blue-green zoning in city development plans — can restore their flood-buffering and recharge roles, advancing SDG-6 and SDG-11.
