The Wetlands (Conservation and Management) Rules, 2017 expressly prohibit encroachment, permanent construction and waste dumping in wetlands [2]; yet urban lakes keep shrinking. The decisive threat is not water use but land — unplanned outward growth and a land-value premium that makes a lakebed worth more dry than wet — though pollution and weak enforcement magnify it.
Unplanned urbanisation squeezes the catchment
- Cities expand without enforceable land-use plans, so catchments and interconnecting channels are built over and lakes lose their natural inflow.
- NDMA records large-scale encroachment on natural drains and river floodplains, while urbanisation raises flood peaks 1.8–8 times and flood volumes up to six times [1].
- Storm-water drains designed for only 12–20 mm rainfall intensity are quickly overwhelmed [1] — visible in the Chennai (2015) and Bengaluru (2022) urban floods.
Land-value pressures convert water into real estate
- Peri-urban lakebeds are treated as "vacant land" by developers and municipal bodies; high land prices make conversion profitable and eviction politically costly.
- NGT proceedings document encroachment into water bodies during development projects, and illegal construction obstructing channels interlinking ponds [5].
- Debris and solid-waste filling becomes a cheap route to manufacture titled land, as in NGT's directions on Hokersar wetland and Wular lake in Jammu & Kashmir [5].
Other threats, though secondary
- Untreated sewage and industrial effluent cause eutrophication, killing lakes whose boundaries survive intact — discharges the 2017 Rules already ban [2].
- Institutional gaps persist: NLCP (2001) was merged into the NPCA in 2013, but execution rests with State Wetlands Authorities and municipalities [3][2].
- The pressure is structural, not uniquely Indian — about 85% of the world's 1700-era wetlands were lost by 2000, disappearing three times faster than forests [4].
Encroachment is thus a planning and incentive failure, not merely a pollution problem. Treating lakes as ecological infrastructure — through ground-truthed boundary demarcation under the 2017 Rules, catchment-level master plans, and blue-green zoning in city development plans — can restore their flood-buffering and recharge roles, advancing SDG-6 and SDG-11.
