Urban lake restoration in India has largely relied on quick engineering fixes rather than addressing root institutional causes. Critically examine.

Wetlands occupy only about 6% of the earth's land surface yet hold over 30% of global soil organic carbon, making urban lakes ecological infrastructure rather than idle land [4]. Judged against this, India's restoration record is one of visible engineering achievement resting on a weak institutional foundation — a criticism that is largely, though not wholly, fair.

Evidence supporting the quick-fix critique

  • Scheme design privileges works: the NPCA — formed in 2013 by merging the National Lake Conservation Plan (2001, initially a 100% central grant) and the NWCP — funds de-silting, de-weeding, shoreline protection and lake-front development, outputs measured by expenditure rather than by sustained water quality [1][2].
  • Symptom, not source: de-silting a lake while untreated sewage and effluent continue to flow in guarantees renewed eutrophication within a few years.
  • Catchment blindness: peri-urban catchments are read as "vacant land" for real estate, so beautified lakes lose the recharge and flood-buffering functions restoration claims to revive.
  • Enforcement by litigation: the NGT is repeatedly compelled to direct municipal authorities to clear encroachments from water bodies — a sign that routine regulation has failed [3].

Root institutional causes left untouched

  • Fragmented accountability: land use rests with municipal bodies, pollution control with SPCBs, funds with MoEFCC — no single answerable custodian.
  • Under-notification: the Wetlands (Conservation and Management) Rules, 2017 prohibit encroachment, waste dumping and untreated discharge, but protection binds only wetlands that State Wetland Authorities actually notify [5], even though ISRO's National Wetland Atlas maps them down to 0.1 hectare [6].
  • No operation-and-maintenance financing or community stake after project closure.

The other side Engineering is not cosmetic in itself: interception and treatment of wastewater, catchment area treatment and bioremediation under NPCA are ecosystem-based measures [1], and the 2017 Rules plus a satellite baseline show the architecture is maturing [5][6].

The failure, therefore, lies less in design than in ownership. Anchoring notified wetlands in city master plans, funding O&M, and vesting custodianship in ward-level committees would convert one-time projects into permanent urban commons, advancing SDG 6 and SDG 11.
