Discuss the structure and mandate of the Shanghai Cooperation Organisation. How far does it serve India's interests in Central Asia given the presence of China and Pakistan?

Take the decisions, see the consequences.Play →The Shanghai Cooperation Organisation (SCO), founded in 2001, is a ten-member Eurasian grouping. India became a full member in 2017 [1]. It is the only forum where India meets four Central Asian republics, China and Pakistan around the same table. For India, it delivers access and security dialogue, but its economic payoff is limited.
Structure
- Council of Heads of State (CHS): the supreme body, meeting annually [1].
- Council of Heads of Government (CHG): approves the SCO budget and decides economic cooperation [2]. India usually sends the EAM [1]. In 2026 it is sending Defence Minister Rajnath Singh to Dushanbe [4].
- Foreign Ministers' Council, National Coordinators and sectoral ministers' meetings (defence, trade) [1].
- Permanent bodies: the Secretariat (Beijing) and the Regional Anti-Terrorist Structure (RATS) (Tashkent) [1].
Mandate
- Charter Art. 1: mutual trust, fighting terrorism, separatism and extremism, and cooperation in trade, energy and transport [2].
- Art. 16: decisions are taken by consensus. A member that stays out of a project cannot stop others from carrying it out [2].
Where the SCO serves India
- Access: India gets regular contact with Central Asian capitals. Rajnath Singh met his Kyrgyz and Kazakh counterparts at Bishkek (2026) [3], and a Tajikistan bilateral is planned at Dushanbe [4].
- Security: at Dushanbe (2021), India called cross-border terrorism a "crime against humanity" and highlighted its Afghan aid [5]. This message matters to states that border Afghanistan.
- Agenda-setting: India's 2023 chairmanship set out a 'SECURE' SCO and added new areas such as start-ups and traditional medicine [1].
Where China and Pakistan constrain it
- Terrorism: after Pahalgam, India demanded accountability for sponsors at Qingdao (2025) [6]. Consensus texts are hard to win with Pakistan inside the room.
- Connectivity: India insists connectivity must respect sovereignty and territorial integrity [7], which keeps it out of China-led corridor projects. Because of Art. 16, India's objection protects its own position but does not stop those projects going ahead [2].
- Border: SCO meetings give India a channel for talks with China's defence minister [8]. They are not a forum for settling the dispute.
Overall, the SCO serves India's Central Asia interests partly: it gives India access, a voice on terrorism and visibility, but little on connectivity or trade. India should keep up calibrated participation: use the forum for diplomacy and RATS cooperation, and pursue trade and transit through bilateral and India–Central Asia channels. This is the 'SECURE' vision of a sovereign, connected and secure Eurasia.
