1. At a Glance

  • Defence Minister Rajnath Singh will lead India at the SCO Council of Heads of Government (CHG), the Prime Ministers' meeting, in Dushanbe, Tajikistan, on 19–20 October 2026. PM Narendra Modi is expected to join virtually [1].
  • The CHG is the SCO's second-highest body. It meets every year and deals with trade and economic cooperation and the SCO's annual budget [2].
  • External Affairs Minister (EAM) usually represents India at the CHG, while the PM attends the Heads of State (CHS) summit. Sending the Defence Minister is a break from that practice [2][1].
  • For UPSC this covers SCO structure, India's multilateral diplomacy in Central Asia, and handling China and Pakistan inside the same forum (GS-II).

2. Why in the News

  • 15 October 2026: a senior government official said Rajnath Singh would represent India at the two-day CHG meeting in Dushanbe on 19–20 October 2026 [1].
  • Tajikistan holds the CHG chair for the year. The meeting is expected to focus on practical cooperation, particularly trade and commerce [1].
  • Rajnath Singh will also hold a bilateral meeting with Tajikistan during the visit [1].

3. Background & Evolution

  • Founding framework: the SCO Charter sets up the institutional bodies, including the Council of Heads of Government. It says the Heads of Government meet annually at a place decided by the Council members [4].
  • India's accession [2][3]:
  • September 2014: India formally applied for full membership ahead of the Dushanbe summit.
  • July 2015: the Ufa summit (Russia) started the accession process.
  • 2017: India became a full member.

  • November 2019: Rajnath Singh attended the CHG in Tashkent, which adopted a new SCO programme on multilateral trade-economic cooperation. India was announced as host of the next CHG [5].

  • 30 November 2020: India hosted the 19th CHG virtually, chaired by Vice-President M. Venkaiah Naidu. It was the first summit-level SCO meeting under India's chairmanship [2].
  • July 2021: Rajnath Singh addressed the SCO Defence Ministers' Meeting in Dushanbe. Discussions covered regional security and Afghanistan at length [6][7].
  • 2023: India held the SCO CHS chairmanship. It hosted the SCO Defence Ministers' Meeting (28 April 2023, New Delhi) [13][14] and the 23rd SCO Summit in virtual format [12].
  • 15–16 October 2024: 23rd CHG held in Pakistan [2].
  • 18 November 2025: 24th CHG held in Moscow under Russia's chairmanship [2].
  • October 2026: CHG in Dushanbe under Tajikistan's chairmanship [1].

5. Multi-Dimensional Analysis

Geopolitical / Strategic

  • The SCO is one of the few forums where India sits with China and Pakistan. India uses it to push its positions on terrorism and border de-escalation [10][11].
  • June 2025 (China): Rajnath Singh refused to sign the SCO Defence Ministers' joint document. Reporting linked this to the text leaving out the Pahalgam terror attack while mentioning Balochistan [10]. At the same meeting he pressed his Chinese counterpart on a roadmap for border de-escalation [11].
  • Sending the Defence Minister to a body focused on economics is a signal. It continues the pattern of India staying in the SCO at a calibrated level rather than sending the PM in person [1][2].

Economic

  • The CHG's work is about economics: trade and commerce cooperation and the SCO budget [1][2].
  • The 2019 Tashkent CHG adopted the multilateral trade-economic cooperation programme [5].
  • Connectivity and trade with landlocked Central Asia are India's main interests at the table.

Bilateral (India–Tajikistan)

  • A bilateral meeting with Tajikistan is planned alongside the CHG [1].
  • Dushanbe has hosted Rajnath Singh before, at the 2021 SCO Defence Ministers' Meeting [6][7]. Tajikistan matters to India because of its closeness to Afghanistan, a security concern discussed at the 2021 meeting [7].

Administrative / Diplomatic practice

  • India normally sends the EAM to the CHG, the PM to the CHS, and the Raksha Mantri to the Defence Ministers' track [2][8]. Sending a Defence Minister to the CHG, with the PM joining virtually, is an unusual mix [1].
  • Virtual participation at summit level has precedent: the 2020 CHG and 2023 CHS were both online [2][12].

6. Recent Developments (last 12–18 months)

  • June 2025: SCO Defence Ministers' Meeting in China. India declined to sign the joint document, and Rajnath Singh raised border de-escalation with China [10][11].
  • 18 November 2025: 24th CHG, Moscow, under Russia's chairmanship [2].
  • 28 April 2026: Rajnath Singh led India's delegation at the SCO Defence Ministers' Meeting in Bishkek, Kyrgyzstan [8]. He held bilateral meetings with his Kyrgyz, Kazakh and Belarusian counterparts there [9].
  • 15 October 2026: India announced Rajnath Singh will attend the CHG in Dushanbe (19–20 Oct 2026), with PM Modi joining virtually [1].

7. Prelims Hooks

  • The SCO Council of Heads of Government meets annually; its venue is decided by the Council members [4].
  • The CHG approves the SCO's annual budget and handles trade and economic cooperation [2].
  • India is usually represented at the CHG by the External Affairs Minister, not the PM [2].
  • 2026 CHG venue: Dushanbe, Tajikistan, 19–20 October 2026 [1].
  • 2026 Indian representative: Defence Minister Rajnath Singh; PM Modi to join virtually [1].
  • 23rd CHG: Pakistan, 15–16 October 2024 [2].
  • 24th CHG: Moscow, 18 November 2025 [2].
  • India's only CHG chairmanship: 19th CHG, 30 November 2020, virtual, chaired by VP M. Venkaiah Naidu [2].
  • The Tashkent CHG (2019) adopted a new SCO programme on multilateral trade-economic cooperation [5].
  • India applied for SCO membership in 2014; the process started at Ufa (July 2015); India became a full member in 2017 [2][3].
  • India hosted the SCO Defence Ministers' Meeting on 28 April 2023 in New Delhi [13].
  • 2026 SCO Defence Ministers' Meeting: Bishkek, Kyrgyzstan, 28 April 2026 [8].
  • 2021 SCO Defence Ministers' Meeting: Dushanbe; Afghanistan was a major agenda item [6][7].

8. Why a Trade Meeting Is Awkward for India: The Belt and Road Problem

  • The SCO's trade agenda keeps coming back to China's connectivity plan
  • The CHG (the Prime Ministers' council) deals with trade and the economy [2]. At these meetings, the joint statement usually praises China's Belt and Road Initiative (BRI, China's huge plan of roads, rail and ports across Asia).
  • At the 2024 CHG in Islamabad, India was the only member that did not support the BRI. Russia, Belarus, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan all backed it again [15].
  • This is an old position. India also stayed out of the BRI endorsement at the 2018 SCO Foreign Ministers' meeting [16].

  • Why India cannot simply sign on

  • The China-Pakistan Economic Corridor (CPEC) is part of the BRI [16].
  • India says the BRI does not respect its sovereignty and territorial integrity (a country's right to full control over all its land) [15].
  • So the biggest connectivity project on the SCO table is one India cannot join. That shrinks what India can get out of the very meeting Rajnath Singh is attending.

  • What this means for Dushanbe

  • Tajikistan wants the meeting to focus on trade and commerce [1]. In practice, much of the SCO's trade talk will be built around the BRI, which India rejects.
  • India has to push its own idea of connectivity instead. In September 2026, PM Modi told the SCO summit that connectivity must respect the sovereignty and territorial integrity of all countries [17][18].

9. How the SCO Works Around India's 'No'

  • Consensus lets India block a text, but not stop others from acting
  • Under the SCO Charter, decisions are taken by agreement without a vote [4]. In theory, any one member can stop a joint document.
  • On the BRI, the SCO gets around this. The communique does not say "the SCO supports BRI". It lists the countries that support it and leaves India's name out [15].
  • So India's objection is on record, but the endorsement still goes through. India's "no" protects its own position. It does not change the group's direction.

  • Where holding out did work: terrorism

  • In June 2025, Rajnath Singh refused to sign the Defence Ministers' joint document. It left out the Pahalgam attack but mentioned Balochistan [10].
  • By September 2026, the SCO's Bishkek Declaration was reported to take India's line on terrorism and reject "double standards" (treating terror against one country as less serious than terror against another) [17].
  • Lesson for the exam: refusing to sign can shift the wording on security, where the text needs everyone's name. It works less well on economics, where the group can simply list the countries that agree.

10. Is the Defence Minister a Downgrade? Two Ways to Read It

  • The case that India is keeping the SCO at a distance
  • The PM usually leads at the Heads of State summit, and the EAM usually goes to the CHG [2]. A Defence Minister at an economic council, with the PM joining only online, looks like India is putting in less weight than usual [1].
  • There is a pattern behind this view. In July 2024, PM Modi did not go to the Astana summit. EAM Jaishankar went and read out the PM's speech for him [19][20].

  • Why that reading is too simple

  • Just weeks before Dushanbe, PM Modi addressed the September 2026 SCO summit and pushed India's line on terrorism and connectivity [18]. That does not look like a country pulling away.
  • Rajnath Singh is India's most regular face in Central Asia. He went to Dushanbe in 2021 [6][7] and Bishkek in April 2026, where he met his Kyrgyz, Kazakh and Belarusian counterparts [9]. He also has a bilateral meeting with Tajikistan planned for this visit [1].

  • A fair conclusion

  • Who India sends is a signal, but it is not a simple score of how much India cares.
  • The bigger question is how much he can do. The CHG approves the SCO budget and discusses trade [2], while a Defence Minister's own work is security. India's gains at Dushanbe may come more from the bilateral meeting with Tajikistan than from the trade talks.

11. What India Can Realistically Get From Dushanbe

  • MEA should push SCO trade texts towards projects that respect sovereignty
  • The 2019 Tashkent CHG adopted a multilateral trade-economic cooperation programme [5]. India can support plans under that programme that do not depend on the BRI.
  • This repeats the line PM Modi took at the 2026 summit: connectivity must respect every country's sovereignty [18]. That lets India say yes to trade without saying yes to the BRI.

  • Use the Tajikistan bilateral for what the SCO table cannot give

  • Tajikistan sits close to Afghanistan, which was a main topic when Rajnath Singh last visited Dushanbe [7].
  • A one-to-one meeting lets India talk about security and defence ties directly. Inside a consensus forum, China or Pakistan could water those topics down.

  • Keep the terrorism wording that was won in 2026

  • India got its terrorism language into the Bishkek Declaration [17]. At Dushanbe it should make sure the CHG text does not step back from that wording.

12. Anchors for Answers

  • Data: At the 2024 Islamabad CHG, 8 SCO members (Russia, Belarus, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Uzbekistan) reaffirmed support for the BRI; India was the only member that did not [15]
  • Law/Case: SCO Charter: decisions are taken by agreement without a vote (consensus) [4]
  • Comparison: 2025 vs 2026. India refused to sign the June 2025 Defence Ministers' document over terrorism wording [10]; the September 2026 Bishkek Declaration then took India's line against 'double standards' on terror [17]
  • Comparison: Astana 2024 vs Bishkek 2026. In 2024 the EAM read the PM's statement in person [19][20]; in 2026 PM Modi addressed the summit himself [18]. Who India sends is not a fixed rule

13. Mains Relevance

14. Related Topics to Study Next

  • SCO Regional Anti-Terrorist Structure (RATS): the security arm, relevant to India's terrorism agenda.
  • SCO Charter and organs (CHS, CHG, CFM): needed to tell the councils and their roles apart [4].
  • India–Central Asia Summit / Connect Central Asia policy: India's bilateral track alongside the SCO.
  • India–Tajikistan relations (incl. Ayni airbase history): context for the planned bilateral meeting.
  • INSTC and Chabahar Port: connectivity links to landlocked Central Asia.
  • BRICS vs SCO: overlapping memberships with Russia and China; differing mandates.
  • India–China border de-escalation (post-2020 LAC): raised at SCO defence meetings [11].
  • SCO's Afghanistan policy: a recurring agenda item, especially at Dushanbe meetings [7].

15. NCERT Concepts to Revise

  • Government budget (Economy): The CHG approves the SCO's annual budget, so knowing what a budget is helps you follow its mandate.
  • Multilateral trade (Geography): The CHG's main job is trade cooperation, and the 2019 Tashkent programme was on multilateral trade-economic cooperation.
  • Prime Minister of India (Polity): The CHG is the Prime Ministers' meeting, and the note turns on the PM attending virtually while a minister goes in person.
  • Vice-President of India (Polity): India's 2020 CHG chairmanship was led by the Vice-President, a point the note flags as an exam trap.
  • Line of Actual Control (Polity): Border de-escalation along the LAC is what India raises with China at SCO meetings.
  • International North-South Transport Corridor (Geography): This route is one of India's main connectivity links to landlocked Central Asia, the region the SCO engagement targets.

16. Common Errors / Trap Areas

  • CHG vs CHS: the PMs' meeting (CHG) is not the Heads of State summit (CHS). The PM attends the CHS; the EAM usually attends the CHG [2]. The two councils can have different chairs and venues in the same year.
  • "India chaired the SCO summit in 2020": wrong. India chaired the CHG in 2020 (chaired by the VP). India's CHS chairmanship came in 2023 [2][12].
  • Dushanbe confusion: Dushanbe hosted the 2021 Defence Ministers' Meeting and hosts the 2026 CHG. It was also the venue of the 2014 summit before which India applied. Don't mix these up [3][6][1].
  • Membership year: India applied in 2014, the process began in 2015 (Ufa), and India became a full member in 2017. Don't give 2015 as the joining year [2][3].
  • Representation role: Rajnath Singh is attending a CHG (economic/budget) meeting here, not a Defence Ministers' Meeting. Don't mark it as a defence-track event [1].
